<br />~ <br /> <br /> <br />~ <br />EN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />October 25,2007 <br /> <br />AGENDA ITEM 7.C. <br /> <br />TO: <br /> <br />Mayor and City Council <br />Michelle Wolfe, City Administrator ~ <br /> <br />Kristine Giga, Civil Engineer V&--\~ <br />Deb Bloom, City Engineer <br />Greg Hoag, Public Works Director$- <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Motion to Authorize Staffto Contract with Barr Engineering <br />Company for the Review ofthe Environmental Characterization of <br />the TCAAP property <br /> <br />BACKGROUND <br /> <br />The City of Arden Hills approved an engineering consultant pool on August 27,2007 for use on more <br />specialized projects or projects that the City of RoseviUe's Engineering Department may not have the <br />capacity to assist with. <br /> <br />As part of the TCAAP redevelopment, the Developer is preparing environmental documents <br />characterizing the site. These documents, the Remedial Investigation (Rr) reports and Remedial Action <br />Plan (RAP), are of a technical nature such that the City of Roseville Engineering Department does not <br />have the expertise to review and analyze the documents. Therefore, a request for quotes was submitted to <br />the City's miscellaneous engineering pool, consisting of the following three firms: Barr Engineering, <br />Bonestroo, and URS Inc. All three firms provided quotes for the proposed work. <br /> <br />DISCUSSION <br /> <br />The scope of the contract includes: 1) Review of the R1 and 2) Review of the RAP. Each of the firms <br />expanded on this to include additional time for project management and/or background discussions <br />with the City to familiarize the consultant team with the project.
