<br />1JRS <br /> <br />Ms. Kristine Giga <br />City of Arden Hills <br />October 8, 2007 <br />Page 2 <br /> <br />Mr. Renville also has direct knowledge of environmental conditions in the Building 135 Primer/Tracer <br />area (included within the proposed land transfer) through work performed under a previous employer. <br /> <br />Mr. Hubert Huls and Mr. Scott McClelland will provide supplementary expertise in the areas of remedial <br />actions and DOD facility operations, respectively. Mr. Huls has 35 years experience as a consulting <br />engineer with direct experience in RCRA, Superfund, Natural Resource Damage Assessment, property <br />transfers and contaminated media investigation and cleanup. For this project, Mr. Huls will be tasked <br />. with evaluating the scope of remedial investigation activities within the context of proposed response <br />actions for redevelopment. Mr. Huls is well suited for this role, having lead CERCLA RIffS and <br />ecologicaVhuman health assessments at multiple large industrial facilities, including several DOD <br />installations. Mr. McClelland has been added to the project team due to his extensive background in <br />assessment and remediation at large military installations, including the Jolliet, Illinois Anny <br />Ammunition Plant (JOAAP). His direct knowledge of the functionality of ammunition plants similar in <br />size and complexity to TCAAP will be an asset to the project team in evaluating the efficacy of <br />investigation findings and proposed remedial actions. Full resumes for Mr. Renville, Mr. Huls and Mr. <br />McClelland are attached to this correspondence for the City's review and consideration. <br /> <br />While not involved in the day-today teclmical aspects of this project, Mr. Greg Brown will continue to <br />serve as overall Client Manager for the Arden Hills account and will be available to assist proposed team <br />members as needed. <br /> <br />SCOPE OF SERVICES <br /> <br />Key objectives ofURS scope of services will be to assist the City in: <br /> <br />. Evaluating environmental liability and cost associated with the acquisition of the property; <br />. Providing teclmical input and interpretation of the significance of investigative findings on proposed <br />corrective actions; <br />. Providing technical support in the review of environmental documents, plans, reports and <br />environmental regulatory matters; and <br />. Providing environmental teclmical liaison and representation at regulatory meetings, stakeholder <br />meetings and in responses to stakeholders and/or regulatory agencies. <br /> <br />URS proposes to meet these objectives through implementation of the following services: <br /> <br />Task 1: Remediat Investigation Review <br />URS will review the Remedial Investigation report and provide comment to the City and the <br />Development Team. For this review, URS will prepare a technical comments and recommendations <br />document for submittal to the City. The objective of this review will be to evaluate available site <br />investigation data and determine if sufficient data has been collected to develop feasible remedial action <br />options. Under this task, we have included one project kickoff meeting with the City and one teclmical <br />response and comment meeting with the City and/or the Development Team. <br /> <br />Task 2: Response Action Plan Review <br />URS will review the Development Team's Response Action Plan and provide teclmical evaluation and <br />comment to the City.
