<br />URS <br /> <br />October 8, 2007 <br /> <br />Ms. Kristine Giga, P.E. <br />Civil Engineer <br />City of Arden Hills <br />1245 West Highway 96 <br />Arden Hills, MN 55112 <br /> <br />RE: Proposal- Review of TCAAP EnvIronmental Characterization Study <br /> <br />Dear Ms. Giga: <br /> <br />Thank you for the opportunity to submit this proposal to assist the City of Arden Hills (City) in evaluating <br />environmental liabilities associated with the redevelopment of a portion of the Twin Cities Army <br />Ammunition Plant (TCAAP). Our understanding of the background issues, the qualifications of our <br />proposed team members, our proposed scope of work, and an estimated cost for our services are detailed <br />below. <br /> <br />PROJECT UNDERSTANDING <br /> <br />Approximately 585-acres of TCAAP property are under consideration for transfer from the U.S. <br />Department of Defense (DaD) to the City to facilitate mixed use redevelopment. In connection with this <br />land transfer, environmental investigations have been ongoing by a team formed to facilitate <br />redevelopment of the property (Development Team) to identify residual contaminants in soil and <br />groundwater associated with former land use. From this data, a Response Action Plan (RAP) will be <br />prepared by the Development Team to mitigate environmental impacts during site redevelopment. <br /> <br />The City desires the services of an environmental professional to support Arden Hills in various meetings <br />with the Development Team and other project stakeholders, as well as to evaluate the findings of the <br />Remedial Investigation (RI) and suitability of Response Actions (RAs) proposed in the RAP. Information <br />derived from this review and analysis will be used by the City as a basis for negotiation of credits against <br />the purchase price of the transfer property. <br /> <br />STAFF QUALIFICATIONS <br /> <br />URS proposes to staff this project with a senior-level team that brings extensive expertise in brownfield <br />redevelopment and remedial actions at large industrial and DaD facilities. Todd Renville will serve as <br />URS' Project Manager, providing day-to-day technical, administrative, financial management and quality <br />assurance/quality quality control (QNQC) functions. He has over 19 years of experience and has worked <br />extensively in the Minnesota market in providing technical assistance and oversight during redevelopment <br />of environmentally-impaired properties. His work as Project Manager for the Crosby Lake Light <br />Industrial Park redevelopment directly correlates with the experience and skill set required to assist the <br />City with this project. The Crosby Lake redevelopment project involved excavation/disposal of 40,000 <br />cubic yards of petroleum, polycyclic aromatic hydrocarbon (P AH) and lead contaminated soil from a 40- <br />acre former industrial site in St. Paul, Minnesota. The project was completed under an aggressive <br />schedule to allow rapid site development and resulted in the Minnesota Pollution Control Agency's <br />(MPCA's) Voluntary Investigation and Cleanup (VIC) program conferring Certificates of Completion in <br />phases as the property was remediated and redeveloped. Mr. Renville and MPCA staff were recognized <br />for the success of this project as they teamed for presentations at several national brownfields symposia. <br /> <br />ThresherSqllare' 700 Third Street South.
