<br />there were additional opportunities to strengthen 1he RV code beyond simply clarifying <br />the definitions. <br /> <br /> <br />At the October 3'd Planning Commission meeting, an RV ordinance was presented for <br />comments and questions. The Planning Commission provided feedback, questions, and <br />concerns 10 be addressed by staff. Staff conducted additional research in order to respond <br />to these concems, which are presented in this report. This information is designed to <br />direct conversation about RV s10rage and attempt to develop a consensus around certain <br />open issues. Decisions made can be implemented into the proposed ordinance <br />immediately and voted on at the regular November Planning Commission Mee1ing, or if <br />additional clarification or research is needed, the ordinance can be tabled to the <br />December meeting. <br /> <br /> <br />Open Issues and Options <br /> <br />The issues that were raised at the October 3, 2007 Planning Commission meeting are <br />addressed in this section The numbers indicate each separate concem and options for <br />resolving the issue. <br /> <br />Total Number of RVs <br /> <br />1. One of the issues that were raised at the October 3'd Planning Commission meeting <br />was the concem over the number of RVs currently permitted on a lot. The existing <br />code permits up to three RVs on each property, not more than one of which may be <br />either a self-propelled motor home or a travel trailer. In rewriting this ordinance, the <br />City has an opportunity to adjust 1his number if deemed necessary. <br /> <br />With the broadened definition of RVs and the inclusion of trailers, It IS not <br />unreasonable to assume that reducing the number of permitted RVs on a property <br />would require that some residents of the City would need to relocate, or otherwise <br />make accommodation for, vehicles that are currently permitted under the present <br />code. It would be ex1remely difficult to grandfather existing RVs into 1he new <br />ordinance because there is not a clear record ofRVs parked in the City. <br /> <br />In addition, of the four communities surrounding Arden Hills, only Shoreview limits <br />the number ofRVs that can be kept on a residential property at two. While the other <br />communities may not limit the number of RVs, they do regulate where on a property <br />they can be located through setbacks or permitted amount of hard surface. <br /> <br />2. Another possible solution would be to limit the total number of vehicles, both <br />recreational and otherwise, that may be stored outside on a single property.
