<br />In the case of the administrative variance, it would require less staff time as well as <br />less time spent by the Planning Commission and City Council on RV storage; <br />however, with the administrative variance option the Planning Commission and City <br />Council would not review these variances. When a property owner disagrees with <br />Staff s application of the administrative variance, it could still be appealed to the <br />Planning Commission and City Council. <br /> <br /> <br />Staff Recommendation <br />Staff recommends creating criteria that allows alternative locations for RV storage in <br />the event that topographic conditions or lot configuration do not otherwise permit <br />normal location regulations. This process can then be an administrative variance that <br />staff would handle; applying the criteria set forth by the Council. The regulation <br />addressing the variance process would read: <br /> <br />G. Alternative locations for storing an RV on a property can be permitted <br />bv the Zoning Administrator with an administrative variance for UP to <br />one (1) RV. when topographic conditions or lot configuration do not <br />allow for the normal location regulations to be met and all of the <br />following criteria are met: <br />1. The RV is at least five feet from the side or rear propertv <br />line: <br />2. If stored forward of the principle structure the RV must <br />be parked on an improved surface. <br />3. The R V is not parked closer to the principle structure of <br />adioining lot than to the principle structure on the lot <br />where it is stored. <br />4. The propertv owner shall obtain written permission from <br />the adiacent propertv owners which shall be kept on file <br />at 1he Citv.
