The unregulated outside parking and outside storage of all motor vehicles <br />and recreational vehicles and equipment within a residential use district or accessory to a <br />residential use is found to create a nuisance, hazard and detrimental influence upon the public <br />health. safetv and general welfare of the communitv bv obstructing the view on streets and on <br />private property, bringing noise and odors into residential areas, creating cluttered and otherwise <br />unsightly areas, preventing the full use of residential streets for residential parking. reducing the <br />useable open space of streets and private property and otherwise adverselv affecting residential <br />property values and neighborhood maintenance and improvement. <br /> <br />Subd. 1 General Regulations for RV's in All Districts; <br /> <br />A. Storage in an Enclosed Structure. RV'sp~any height or leng1h may be kept within an <br />enclosed structure which othenvise provided the structure conforms to the underlying <br />zoning requirements of the district. <br /> <br />B. Attachment to Ground Not Permitted. RV's shall be mobile and shall not be <br />permanently affixed to the groundjn,a manner that would prevent removal. RVs not <br />permitted to be operated on public streets shall be plaeed on or in a trailer or motor <br />vehicle. <br /> <br />C. Use of RV~. NocRv<shall be used for temporary or permanent living, sleeping or <br />housekeeping, purposes in the City. Nor mav thev be connected to sewer, water, or <br />other utilitVforanv period of time. <br /> <br />D. R\l Condition While Stored. cNosupllcquipment shall be stored or parked unless it is <br />in,esnditiQ'llfor safe and effccti\'cperformance and is EurreHtly lieeHsea. All RVs <br />shall be stored Or parked in a secure, safe, orderlv, and well-maintained condition that <br />does not inhibitemergencyvehicle access to anv propertv. All RVs shall be current]v <br />licensed and operable at all times while being stored. <br /> <br />E. Ownership. Permitted storage shall only be allowed for RV's owned by the owner or <br />occupant of the property on which the RV is stored. <br /> <br />F.
