<br />1.0 <br /> <br />SUMMARY <br /> <br />Wenck Associates, Inc, completed a traffic and parking study for the proposed redevelopment of Arden <br />Plaza in the City of Arden Hills. This report represents an update and replaces our previous two <br />memorandums. This update is to account for comments raised by City and County staff and at the <br />Planning Commission meetings. The three principal traffic questions addressed in this study and the <br />associated primary findings are summarized next: <br /> <br />aj To what extent would the proposed redevelopment alfer the total vehicle trips generated by the site <br />and to what extent would it alter the quality o.ftraffic operations at thefol/owing three intersections? <br />i.Lexington Avenue/County Road E <br />ii.Count}' Road E/site access <br />iii.Lexington A venue/site access <br /> <br />The proposed redevelopment will generate about the same number of trips as the existing uses with <br />full occupancy during the a.m. peak hour. During the p,m, peak hour and on a daily basis, the <br />proposed redevelopment will increase the trip generation for the site by about 50 percent. Based on <br />the trip generation results and input from City and County staff, the impacts of the proposed <br />redevelopment at the subject intersections was examined for the p.m. peak hour, which is the most <br />critical time period. lmpacts of the proposed redevelopment at the subject intersections are <br />summarized below: <br /> <br />i. Lexington Avenue/County Road E. The proposed redevelopment will increase the total traffic <br />volumcs at this intersection by only about 2.7 percent during the p.m. peak hour. The <br />proposed redevelopment will not change the LOS for any of the movements at this <br />intersection. This intersection as a whole operates at LOS D with and without the proposed <br />development. The eastbound left turn movement experiences LOS F, regardless of the <br />proposed redevelopment. To providc LOS D for the eastbound left turns and continue to <br />provide LOS D for the intersection, County staff could consider signal timing changes that <br />would result in slightly more green time for eastbound left turns and slightly less green time <br />for westbound through movements. It is important to note that such timing changes would be <br />beneficial regardless of the proposed redevelopment. <br /> <br />ii. County Road E/site access. Movements exiting from the site at this intersection presently are <br />experiencing LOS F during the p.m. peak hour. Those movements will continue to <br />experience LOS F upon completion of the proposed redevelopment. To improve operations <br />for those exiting movements, it is recommended that the existing right turn lane on the site <br />access be lengthened to approximately 190 feet. If needs arise in the future to improve the <br />overall traffic operations on County Road E in the future, City and County staff could <br />consider a contingency measure that would restrict the site access on County Road E to % <br />access, which will prohibit motorists exiting the Arden Plaza development from turning left <br />or proceeding straight. <br /> <br />iii. Lexington Avenue/site access. Movements exiting from the site at this intersection presently <br />are experiencing LOS F during the p.m. peak hour. Those movements will continue to <br />experience LOS F upon completion of the proposed redevelopment. To improve operations <br />
