<br />TRAFFIC SAFETY ON COUNTY ROAD E, LEXINGTON A VENUE, AND AT COUNTY <br />ROAD E/LEXINGTON A VENUE INTERSECTION (QUESTION B) <br /> <br /> <br />To examine traffic safety, we obtained crash data from the Minnesota Department of Transportation <br />for County Road E and Lexington Avenue along the frontage of the subject site and at the County <br />Road E/Lexington Avenue intersection for the past five years (2002 to 2006). Based on these crash <br />data, there was only one reported crash (possible injury) at the site access on Lexington A venue. <br />No crashes were reported at the site access on County Road E. A total of two "segment" crashes <br />were reported on Lexington Avenue between County Road E and the site access. Since the <br />proposed development will increase traffic volumes on that segment by only 2.4 percent (percent <br />increase in two-way volumes from 2009 no-build to 2009 build condition), no significant changes <br />are expected in crash frequency on that segment of Lexington A venue. <br /> <br />There were a total of74 reported crashes in the Mn/DOT database at the County Road E/Lexington <br />Avenue intersection in the last five years. This represents a crash rate of 1.36 crashes per million <br />vehicles entering the intersection. Due to the long separation (more than 400 feet) between the <br />County Road E/Lexington Avenue intersection and the site access points on those two roadways, it <br />is highly unlikely that any of those 74 crashes are due to movements at the access points. The <br />following is a listing of those 74 crashes by severity: <br /> <br />. Fatalities = 0 <br />. Incapacitating injury = I <br />. Non-incapacitating injury = 6 <br />. Possible injury = 21 <br />. Property damage only = 46 <br /> <br />The above listing indicates that about 90 percent of the crashes are either "possible injury" or <br />"property damage only." Only one reported crash in the past five years involved a serious <br />('incapacitating") injury, and there were no fatalities. Since the proposed development will increase <br />the traffic volume at the County Road E/Lexington Avenue intersection by only 2,7 percent <br />(percent increase in total volume entering the intersection from 2009 no-build to 2009 build <br />condition), the crash experience at this intersection is not expected to change significantly, <br /> <br />One concern that was raised at the Planning Commission meeting on August I was regarding the <br />safety impacts of "weaving" maneuvers due to motorists exiting at the access on County Road E <br />to turn right on to County Road E and then change lanes to turn left on to Lexington Avenue, <br />Based on our review, these maneuvers are not expected to cause any negative safety impacts on <br />County Road E for the following reasons: <br /> <br />. Those maneuvers are not truly weaving maneuvers because motorists exiting the site <br />will turn only when there is a gap in eastbound through traffic. <br />. The crash data shows no reported "segment" crashes in the past five years on County <br />Road E between the site access and Lexington A venue, <br /> <br />13 <br />
