As shown in Figure I, the <br />current site plan includes head-in parking along the east edge of the existing retail building. <br />Based on our review, we believe that the head-in parking will provide satisfactory and safe <br />operations within the site for the following reasons: <br />o Reduces number of pedestrians that have to cross the drive aisle in front of the <br />building, <br />o Safer for handicap motorists as they do not have to cross the drive aisle, <br />o Better alignment ofthe drive aisle with the driveway on County Road E. <br />o Head-in parking is not unconunon for similar neighborhood retail centers. <br /> <br /> <br />IV, Drive-through queuingfor proposed pharmacy. The current site plan shows a stacking <br />distance of approximately 80 feet for drive-through queuing, This stacking distance can <br />accommodate a total of four vehicles in the drive-through queue, To determine if this <br />space is sufficient to accommodate the expected drive-through queuing for the pharmacy, <br />we obtained data collected at six other pharmacies (all Walgreens stores) in the Twin Cities <br />Metropolitan area. All ofthose six pharmacies have two drive-through windows, whereas <br />the proposed pharmacy will only have one drive-through window. At one of the six <br />pharmacies, the maximwn drive-through queue was one vehicle, At two of the pharmacies, <br />the maximum queue was two vehicles. At the remaining three phannacies, the maximum <br />queue was three vehicles, Since the proposed pharmacy will provide space for four <br />vehicles, we are confident that the drive-through queuing for the pharmacy will adequately <br />be acconunodated. <br /> <br />The current site plan provides 90-degree parking with two-way circulation just west of the <br />pharmacy drive-through, This arrangement creates a northbound lane "sandwiched" <br />between two southbound lanes ~ one for the phannacy drive-through and the other for the <br />parking aisle. To mitigate this problem, we recommend that the 90-degree parking be <br />converted to angle parking with one-way circulation in the southbound direction. <br /> <br />v. Spacing between County Road E andfirst access serving pharmacy drive-through and <br />parking. The current site plan includes an access for the pharmacy drive-through and <br />parking on the County Road E driveway at approximately 60 feet (clear separation) south <br />of County Road E. This distance can only accommodate two to three vehicles entering the <br />site. At peak times, northbound queues due to motorists exiting the site are expected to <br />extend past the access for the pharmacy, As a result, when the exiting queues block the <br />pharmacy access, the entering motorists waiting to turn left onto the pharmacy access will <br />stop and block other traffic from entering the site. This situation could result in vehicles <br />backing up to County Road E, To prevent such queue backups onto County Road E, we <br />reconunend that a median be constructed on the site driveway as shown in Figure 4, The <br />reconunended changes shown in Figure 4 will restrict motorists entering from County Road <br />E from turning left at the first access to the pharmacy drive-through and parking, <br /> <br />16 <br />
