The proposed Walgreen's store at the intersection includes wall <br />signage that faces north, northeast, and east toward the public road. <br /> <br />The freestanding signs at the two entrance points to Arden Plaza do appear to be needed for <br />advertising and way-finding for the other businesses on the property. <br /> <br />2. Tree Preservation and Landscaping Plan <br /> <br />The landscaping plan proposes to remove 412 caliper inches, preserve 592 caliper inches, <br />and plant 224 new caliper inches of trees. Upon full implementation of the landscaping plan, <br />there would be 816 caliper inches of trees on the property. Ifthe property were vacant and <br />being developed for the first time, approximately 305 caliper inches of trees would be <br />required. <br /> <br />3. Parking Configuration <br /> <br />There are 384 stalls currently on the property, and the applicant is proposing to construct 408 <br />stalls. Under the City's regulations, 520 stalls would be required. The PUD process permits <br />flexibility within the parking stall regulations, The study submitted by the applicant and <br />reviewed by SRF Consultants on behalf of the City indicates that 349 stalls would be needed <br />to adequately serve the proposed redevelopment. <br /> <br />At the September 5, 2007, Planning Commission meeting, there was a concern about the <br />parking in front of the strip mall and pedestrian safety, The current plans include pedestrian <br />walkways along with the parking stalls to provide safer entering and exiting the strip mall. <br />The submitted traffic study addresses the safety concerns of this type of parking. <br /> <br />4. Traffic and Parking Safetv Studv <br /> <br />The applicant has submitted the requested traffic and parking study, which was prepared by <br />Wenck Associates, The study and its methodology were reviewed by Ramsey County Public <br />Works and by SRF Consulting on behalf of the City. The recommended conditions from <br />SRF, which incorporates comments from Ramsey County, were included the in the report to <br />the Planning Commission.
