<br />. Overall traffic at the County Road E and Lexington Avenue intersection would <br />increase by 2.4 percent; <br />. Peak hour in the AM would generate approximately the same number oftrips <br />before and after redevelopment with a change from the current 210 trips to 204 <br />trips; <br />. Peak hour in the PM would generate an estimated 51 percent increase in trips <br />from the current 465 trips to 705 trips; <br />. The total daily trips in and out of the property would increase by approximately <br />55 percent from the current 4,900 trips to 7,600 trips; <br />. The Lexington Avenue and County Road E intersection currently operates at level <br />of service (LOS) D and will continue to operate at that level after redevelopment; <br />. The eastbound left turn movement (eastbound County Road E to northbound <br />Lexington) at the intersection currently operates at LOS F but could be improved <br />to an LOS D by adjusting the timing of the signals; <br />. Traffic exiting out ofthe property at the County Road E access point currently <br />operates at LOS F and would continue to operate at LOS F with the proposed <br />redevelopment. The delay time to make a left turn out of the property is expected <br />to increase from the current 78 seconds (with full building occupancy) to 308 <br />seconds (with mitigation measures), The other exiting and entering movements <br />do not significantly change; <br />. Traffic exiting out of the property at the Lexington Avenue access point currently <br />operates at LOS F and would continue to operate at LOS F with the proposed <br />redevelopment. The delay time to make a left turn out ofthe property on <br />Lexington Avenue is expected to increase from the current 218 seconds (with full <br />building occupancy) to 574 seconds (with mitigation measures). The other <br />exiting and entering movements do not significantly change; and, <br />. Traffic entering the property at the County Road E and Lexington Avenue <br />intersections operates at LOS A or B after redevelopment. <br /> <br /> <br /> <br />While exiting the property may become more difficult with the proposed redevelopment, the <br />traffic study indicates that the level of service on the adj acent public roads would not be <br />significantly impacted by this proposed redevelopment. <br /> <br />Although the access points would continue to operate at LOS F, Wenck is proposing and <br />SRF is recommending that the plans be modified to lengthen the turning lane at each access <br />point to improve operation at those points. The study also suggests limiting the movements <br />at the County Road E access point in the future if needed. Prohibiting left turns and <br />prohibiting going straight out ofthe County Road E exit from the property may enhance the <br />operation of the access point. Ramsey County would determine if limiting movement at the <br />County Road E access point is necessary in the future.
