<br />ARDEN HILLS CITY COUNCIL ~ OCTOBER 29,2007 <br /> <br />14 <br /> <br />The amendment passed 3-2 (Harpstead/Grant) <br /> <br />Discussion on naming standards for the park ensued. <br /> <br />AMENDMENT: Mayor Harpstead moved and Councilmember McClung seconded a motion to <br />drop the name Sheehy Park and restate it as the land donated by Sheehy, with the naming to be <br />determined. <br /> <br /> <br />The amendment passed 4-1 (Grant). <br /> <br />The motion passed 3-2 (Harp stead/Grant). <br /> <br />C. TCAAP Update <br /> <br />City Administrator Wolfe reported staff continues to work towards the acquisition of the <br />TCAAP property, Council approved an engineering firm to review the environmental <br />characterization and demolition engineering documents on the City's behalf, and the sampling is <br />complete for the site and data collected and is being evaluated for the remedial investigation. She <br />reported that updated survey drawings of all existing rail lines and utilities on site have been <br />provided to the developer. She indicated the master plan process would continue to provide <br />Council with budgetary and financial updates. She reported that on October 15, 2007, Council <br />approved entering into a contract with Maxwell Research to conduct a housing market study for <br />TCAAP on behalf of the City. <br /> <br />9. COUNCIL COMMENTS AND REQUESTS <br /> <br />Councilmember Holden requested an update on the survey and the cost for the Community <br />Survey. City Administrator Wolfe replied she would email that information as she did not <br />bring it with her. <br /> <br />Councilmember Holden asked if an update was received from MnDOT regarding ou 10/96 and <br />allowing access to Scherer Brothers. City Administrator Wolfe replied it was discussed and <br />Mn/DOT stated they would not allow access from Highway 10 or a deceleration lane. Public <br />Works Director Hoag stated staff had discussions with Mn/DOT to have an internal design <br />meeting. City and county staff would be invited to these meetings. City Administrator Wolfe <br />commented staff would clarify the information with Mn/DOT. <br /> <br />Discussion ensued. <br /> <br />Councilmember Grant stated that the City now has a better idea of the financials for TCAAP. <br />He questioned who would facilitate Council's request for development or pictorial examples. <br />City Administrator Wolfe replied the project manager has been working with the developer and <br />the plan is that the November 13, 2007 Council meeting would include a workshop on the <br />financials and a presentation regarding photos and examples of comparable developments <br />relative to TCAAP. Councilmember Grant stated he needed to drive to the location and would <br />
