<br />ARDEN HILLS CITY COUNCIL - OCTOBER 29,2007 <br /> <br />13 <br /> <br />B. Sheehy Tennis Court Decision <br /> <br />Parks and Recreation Manager Olson provided the history on the Sheehy Tennis Court and <br />summarized the requirements to sell or convey property to the Arden Hills #3 Association. <br /> <br />Mr. Bruce Eisenmenger, Association President of Board, 1504 Edgewater Avenue, presented <br />the Association's interest in the Sheehy Tennis Court. He stated it is their position that they be <br />allowed to enter into a lease agreement. He commented the Association is also willing to look <br />into purchasing the tennis court. <br /> <br />MOTION: Councilmember Grant moved and Councilmember Holden seconded a <br />motion that the City of Arden Hills continue to negotiate a long-term lease <br />agreement with Arden Hills Number Three Association for exclusive use <br />of the Sheehy Tennis Court to include maintenance, insurance coverage, <br />and signage. <br /> <br />Mayor Harpstead requested Council provided guidance to staff concerning long-term. <br /> <br />Councilmember McClung asked City Attorney Filla whether there were stipulations when the <br />land was donated to the City. City Attorney Filla replied there were no stipulations. <br /> <br />Councilmember McClung expressed concern over restricted use of land donated to the City by <br />any neighborhood group. He recommended this property become an official city park. <br /> <br />Mayor Harpstead stated he would like to put this off as there are other priorities in the City. He <br />stated there is no parking associated with the tennis court and finally it is the desire of the <br />neighborhood to maintain the tennis court. <br /> <br />Councilmember McClung asked City staff to identify the number of parks in Arden Hills that do <br />have parking. <br /> <br />Parks and Recreation Manager Michelle Olson stated there are 13 parks in the City, six of <br />which have parking available. <br /> <br />Discussion ensued. <br /> <br />The motion failed 2-3 (Holden/McClung/Holmes against). <br /> <br />MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br />motion to resurface the Sheehy Tennis Court, combined with the bid for <br />Cummings Hard Court, and open it to the public. <br /> <br /> <br />AMENDMENT: Councilmember McClung moved and Councihnember Holden seconded a <br />friendly amendment to direct staff to create a plan to establish Sheehy Park. <br />
