Case 06-037 for a Campus Master Planned Unit <br />Deyelopment for Northwestern Collel!e at 3003 Snellinl! Ayenue Based on the <br />Findinl!s of Fact and the Submitted Plans as Amended by the Twenty-three <br />Conditions in the October 29, 2007 Planninl! Case Report. <br /> <br />City Planner Lehnhoff introduced Planning Case 06-037. He stressed that approving the <br />Master Plan did not approve individual construction projects on the Arden Hills portion <br />ofthe college. He stated specific details would be dealt with prior to construction. <br /> <br />Ms. Amy Carrey, Vice President for Advancement, Northwestern College, provided <br />details on the Campus Master Plan. She provided a history of the college, how it adds <br />yalue to the community, academic and student development programs, health and safety, <br />and facilities and grounds. <br /> <br />Mr. Jay Lindgren, Land Use Attorney - Dorsey & Whitney LLP, provided information <br />on the Campus Master Plan. He detailed the key features including: a Community Life <br />Commons, Campus Green, the Field House location, the parking structure, rerouting the <br />ring road, removing the northern proposed parking structure, the Storm Water <br />Management Plan, the Enyironmental Review, the landscaping plan, and the community <br />input process. <br /> <br />Councilmember Grant referenced the parking structure, pointing out the stairwell. He <br />questioned whether students would walk at grade level or be forced to go down the <br />stairwell. Mr. Brian Humphries, Assistant Vice President of Facilities and Planning, <br />Northwestern College, replied there are three stairwells. <br /> <br />Councilmember Grant questioned whether the type of evergreens would be arborvitae. <br />Mr. Lindgren replied the detailed landscape design would be provided during the site <br />plan review. <br /> <br />Councilmember Holden questioned the two exits out of the Riley lot. She asked how <br />many parking spaces would exist in this lot. Mr. Lindgren replied there would be 60 <br />parking spaces. Mr. Humphries stated there would be a four-way stop to manage the <br />traffic flow. <br /> <br />Discussion ensued. <br /> <br />Councilmember McClung commented that he walked the eastern border. He questioned <br />traffic projections on the ring road and the traffic routes beyond the four-way stop and <br />
