<br />ARDEN HILLS CITY COUNCIL - OCTOBER 29, 2007 <br /> <br />7 <br /> <br />impact to traffic count. Mr. Humphries estimated about 422 vehicles on a typical day <br />and 13 delivery trucks. Mr. Lindgren replied that 150 parking stalls would be near the <br />Campus Green area. <br /> <br />Councilmember Holden questioned the FTEs and the number of students. Mr. <br />Lindgren replied there are 1640 FTEs equating to 1700 people. Councilmember <br />Holden questioned whether all these individuals own vehicles. Mr. Lindgren <br />commented that traffic is the greater issue. He indicated the traffic improvements were <br />discussed with the City of Roseville. Ms. Carrey commented that only about 1,000 <br />students live on campus and the freshman class do not have cars on campus. <br /> <br />Councilmember McClung stated the campus is very nice. He indicated he liked the plan <br />for the arborvitaes; however, he thinks an asset is being overlooked. He commented the <br />ring road beyond the four-way stop is about at the bottom of the berm. He stated the berm <br />could include layered buffering. He stated he would like the residents to discuss whether <br />the layered buffering would alleviate their concerns. <br /> <br />Councilmember Holden questioned whether the road was moved further west since the <br />2004 plan. Mr. Lindgren replied it is essentially in the same location. <br /> <br />Councilmember Grant commented that growth in commuters would be about 150 <br />students. He expressed he shared the concerns stated by Councilmember McClung. Mr. <br />Lindgren replied that was correct. <br /> <br />Councilmember Holden expressed concern on the area between the fence and the <br />landscaping. She asked what types of security would exist for the residents. Mr. <br />Lindgren replied Campus Security would be required to address these. <br /> <br />Discussion ensued. <br /> <br />Mayor Harpstead invited the audience to address the Council. <br /> <br />Ms. Kerstin Leonard, 1954 Edgewater Avenue, stated she is here in support of <br />Northwestern College. She stressed that the students live, work, spend and give back to <br />the community. She indicated she is also an employee of Northwestern College and a 20- <br />year resident of Arden Hills. <br /> <br />Ms. Nancy Jacobson, 3183 Asbury Avenue, presented photos and overheads and <br />expressed her satisfaction with the conditions set forth. She pointed out her frustrations <br />also and expressed her appreciation that these were resolved. She discussed the <br />expansion to Riley Hall and lighting issues. She addressed the four electrical poles and <br />pointed out the significant electrical connections and the relationship to the nearby home. <br />She pointed out the damage caused by the 2005 storm that has not been corrected. She <br />indicated a realtor stated property values would decrease by 10% because of being next to <br />an expanded college. She recommended seyeral items for consideration by Council to <br />
