SRF's Qualifications and Experience

Established in 1961, SRF has amassed a thorough and intimate knowledge of planning and
design procedures over the past 45 years. As a full-service consulting firm, SRF offers our
clients a broad base of engineering, planning, and design services. We are committed to
providing quality services and are especially adept at developing solid technical solutions that
withstand substantial public and agency scrutiny for complex projects.

This project requires a diverse set of skills, including traffic analysis, forecasting, safety analysis,
system planning, access management, environmental analysis, stormwater management
expertise, and preliminary /conceptual utility assessment. To review the work of others, it is
important that the reviewer understand the process for developing the design and the impact of
decisions made during the design process. Our staff excels at providing these services, all of
which we have applied to similar projects. We will work together with you to develop sound
principles, policies, design suggestions, technical review and strategies for implementation.

Project Team Qualifications

Each of our team members has a long history of working together in various capacities on
projects. Many of our team members also have developed a rapport with the City of Arden
Hills staff - specifically while working on the TCAAP redevelopment area. SRF is committed
to implementing an effective and cohesive partnership with the City. The objectives of this
partnership include clear communication with City staff as well as the effective and efficient
review of the developer's work to facilitate preparation of a redevelopment plan that is
functional, sustainable, and attractive.

We have selected our team members based on their availability to commit to the TCAAP
Technical Support and their past experiences with similar projects. SRF guarantees that our
project team is available to begin the project immediately and remain committed to the City
through the course of the project. A brief biography of each of our team members follows.

David Juliff, PE - Principal

SRF's TCAAP team will be led by David, a project manager who has extensive experience with
similar projects and is known for his ability to facilitate multi-disciplinary projects. He is
supported by key staff members who are experts in their fields and have intimate knowledge of
the TCAAP site and/ or the City of Arden Hills.

David has more than 19 years of experience in municipal (street and utility) and transportation
engineering and is well-known for his ability to effectively manage multi-disciplinary projects
and his creativity in developing unique solutions for difficult and complex projects. He was
responsible for ensuring the timely and accurate preparation of public utility infrastructure
planning and documentation in the Framework Vision Conceptual Master Plan for the TCAAP
site.

Mike Aaron, PE - Senior Associate

Mike has 16 years of experience in site development and municipal (street and utility)
engineering.
