This contract will be on an hourly basis based on actual hours spent providing <br />support, and shall continue through March 31, 2008, the duration ofthe Preliminary <br />Development Agreement (PDA). At that time, the contract may be extended as needed. <br /> <br />Based on the review of the submittals, staff is recommending that the City contract with WSB & <br />Associates, Inc. for this work. WSB provides services to governmental agencies only and has <br />never worked for private developers; this will ensure that the City's interests are well <br />represented. WSB also provided the most comprehensive proposal including a diverse team of <br />staff members available to assist the City. Some of their staff members have experience with <br />TCAAP, having worked on clean-up efforts on the site with past employers, as well as working <br />on groundwater aquifer clean-up efforts in neighboring cities. The hourly rates, when compared <br />with the other fInns, were lower overall; some of the miscellaneous expenses are incorporated <br />into the hourly rate, as opposed to the other fIrms, who bill these separately. In order to become <br />more familiar with the redevelopment of TCAAP, WSB has reviewed some of the preliminary <br />documents for the project. They have indicated that they will continue to do so on their own <br />time, so as to provide the City better service without increasing costs. <br /> <br />The proposals are also attached for your review. <br /> <br />RECOMMENDED COUNCIL ACTION <br /> <br />Motion to Authorize Staff to Contract with WSB & Associates, Inc. to Provide Civil Engineering <br />Technical Support for the Redevelopment ofthe TCAAP property. <br />
