<br />.. <br />.. <br /> <br />Understanding <br /> <br />Approach <br /> <br />Background Research <br /> <br />.A. <br />WSB <br /> <br />&A"."',,;a/e,', Inc. <br /> <br /> <br />The City began planning for the redevelopment of the TCAAP property in 1995, <br />based on the vision of the late Congressman Bruce Vento. This original vision <br />was incorporated into the City's 1998 Comprehensive Plan and includes a mix <br />of open space, preservation of site features and amenities, transit, pedestrian- <br />friendly housing, and retail employment centers. The City began with the <br />development of a Framework Vision and Goals for approximately 585 acres of <br />the property between 2002 and 2005 and has developed a Master Development <br />Plan based on the Framework over the past two years. <br /> <br />The next step in the process is the development of a refined concept and <br />detailed preliminary plans. The City is requesting assistance with the review of <br />the technical aspects of the plans as part of the process through March 31, <br />2008, with the understanding that the contract may be extended through the <br />preliminary design stage expected to be completed at the end of 2008. We also <br />understand that the City expects an average of four hours per week of <br />assistance, on an as-needed basis, in the following areas: <br /> <br />. Water system plans <br /> <br />. Sanitary sewer plans and layouts <br /> <br />. Traffic analyses <br /> <br />. Storm water management/storm sewer plans <br /> <br />WSB is committed to being a strong partner with the City of Arden Hills, its <br />residents, landowners, and proposed developer(s). WSB and our proposed <br />Development Review Team are committed to providing the City with value in <br />everything we do, no matter the task. With this in mind, we will take the <br />following approach to this project: <br /> <br />There has been a great deal of time and effort invested in planning for this <br />project and we understand that the technical review of the project cannot be <br />completed in a vacuum. We need to understand the overall vision, goals, and <br />policies for the TCAAP project in order to provide the best review of the <br />technical aspects of the project. We have already reviewed some of the guiding <br />documents for the project and will continue to educate ourselves on the <br />intricacies of the TCAAP Redevelopment on our own time. This will include a <br />review of the Master Planning Framework, ADAR, and utility and transportation <br />studies, among others. There will not be a charge for these hours. This will <br />involve reviewing the pertinent documents, including but not limited to the <br />following: <br /> <br />. TCAAP Master Plan <br /> <br />. Framework Vision and Goals <br /> <br />.
