Technical review with overall goals in mind
. Minimize time and cost of review

. Get up to speed quickly on the many project details

Upon notification by the City of a specific development review task, we will
meet with the design team to clarifY roles and responsibilities. Jay Kennedy, our
Development Review Manager, will be the contact for the City and developers
and will attend these kick-off meetings. Jay will assemble the WSB review team
and assign review responsibilities. This team may need to have direct contact
with the developer's engineer or outside agencies, and will coordinate directly
with them on specific design issues. We will keep the City staff informed at all
times of our direct discussions.

Value to the City
. One point of contact for City staff
. Minimize City staff time coordinating with developer and agency staff
. Jay is an experienced review facilitator

We are comfortable serving whatever role is needed, depending on the City's
requirements and staff availability. If there are small individual items that the
City wishes to coordinate or if we need to take a larger role, we are available to
provide any and all assistance.

We will tailor our services and reports based on the City's needs, project
schedule, and the end user. We understand that the City Council, City staff,
outside agencies, and developer's professional staff need different information
in order to make decisions. Our Development Review Team has utilized a
number of techniques to meet this goal in other communities, depending upon
the specific situation, including:

. Separate planning/policy review and detailed technical review letters

. Detailed technical comments included directly as "red lines" on the plans,
which are then scanned and provided as an attachment to our
planning/policy report

. Direct meetings with the developer's professional staff to review detailed
technical comments

Value to the City

. Clear, straight-forward decision making

. Minimizes review time and time required to make plan revisions

. Fresh, thoughtful approach to project issues

. Ability to provide ideas on how to get it done, not just review and note
what is does not comply with requirements

WSB's review philosophy is to work in conjunction with the design engineer and
developer to help them achieve their goals, while protecting the City standards
and minimizing future maintenance. Our philosophy can be summed up in this
phrase: "Don't tell them why it can't be done, tell them how it can!"

-2 -

..
..

'i:I
~
o
'-<
t:ri
n
>--l
C
Z
t::J
t:ri
~
CI1
s;2
Z
t::J
......
Z
~
;J>
"d
"d
~
o
;:J>
n
::r:

..
..
