We have performed a significant amount of plan <br />review work, which all involved coordinating improvements with agencies such <br />as Ramsey County, Mn/DOT, Rice Creek Watershed District, MPCA, and the <br />EPA. We are a strong advocate for City interests and have been very successful <br />in this regard. <br /> <br />t:r:I <br />:>< <br />"1:1 <br />tI1 <br />;:0 <br />>-< <br />tI1 <br />Z <br />n <br />tI1 <br /> <br />In this section, instead of providing project descriptions from many different. <br />Cities, we are focusing on the role we have served for the Cities of Hugo and <br />North Branch over the past several years. Our role with both cities is very <br />similar to the role that is being proposed for the TCAAP project in Arden Hills. <br />We have established a plan review team to address street, transportation, utility, <br />grading, and other miscellaneous improvements for a series of large <br />developments, very much like the review structure that will be needed in Arden <br />Hills. <br /> <br />After an overview of our experience in Hugo and North Branch, we have <br />included project sheets to provide a sampling of our development review <br />experiences. We have also included brief summaries of the variety of expertise <br />our staff can provide. This will give you an overview of our qualifications to <br />manage the utility, storm water resources, and transportation review process for <br />your City, as well as highlight other potential areas where we can assist you. <br /> <br /> <br />Our proposed team is not a part of the developer's TCAAP project team, <br />although we were invited to provide a proposal and declined the offer. As we <br />have previously discussed with the City, WSB does not work directly for private <br />clients. We believe that having WSB on the City's development review team will <br />provide a "second set of eyes", and a partner that is working in the City's best <br />interest. <br /> <br />Members of our team have had experiences with the TCAAP in the past. Todd <br />Hubmer is currently involved in the NRPA process representing St. Anthony <br />Village and working closely with all of the regulatory agencies and stakeholders <br />on the long term clean up of the groundwater aquifers. In addition, Pete <br />Willenbring has had extensive experience with the cleanup efforts at TCAAP <br />dating back to the early 1980's. Pete will be a resource for Todd and the rest of <br />the team as part of our review. <br /> <br />Jay Kennedy serves as the Development Review Manager for Hugo and North <br />Branch and coordinates all of the review activities for the different phases of <br />development. We have been involved with preparing the engineering portion of <br />the staff report for distribution to the Planning Commission and City Council. <br />We also are involved with the drafting of the Developer's Agreement for many <br />of the projects. <br /> <br />WSB is very active in working with the City and developers to provide <br />infrastructure options that would be beneficial to the overall project and achieve <br />the goals of the community. In this role, WSB regularly gave presentations to <br />the Planning Commission and City Council and participated in developer <br />meetings and City staff meetings as a member of the staff. While the City is not <br />requesting assistance at Planning Commission and City Council meetings, the <br />staff we have proposed is prepared to do so if the City desires. <br /> <br />-10 - <br /> <br />.. <br />.. <br />
