<br />~ <br />~~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />December 10, 2007 <br /> <br />CC Agenda Item 7.C <br /> <br />TO: Mayor & City Council <br /> <br />FROM: James Lehnhoff, if <br />City Planner & ~Ycling Coordinator <br /> <br />SUBJECT: Residential Curbside Recycling Program Proposals <br /> <br />Action Request <br /> <br />Motion to Approve a Proposal Dated November 14, 2007, and Authorize Staff to Negotiate and <br />Contract with Eureka Recycling or Walters Recycling for Residential Curbside Recycling <br />Services from March 1,2008, to February 28,2011. <br /> <br />Backl!round <br /> <br />In October, the City issued a request for proposals to provide residential curbside recycling <br />services. The City's current three year contract with Waste Management expires on February 28, <br />2008, The contract was originally with EZ Recycling; however, they were purchased by Waste <br />Management in 2005. The City provides recycling services to 2,560 households and is charged <br />$2.05 per household by Waste Management (Arden Manor, Hunter's Park Condo's, and <br />Parkshore Apartments do not participate in the City's recycling program). For the last three <br />years, the City has collected $26.25 per participating household per year to pay for the cost of the <br />weekly collection curbside recycling program. <br /> <br />Although the current contract with Waste Management does expire until the end of February <br />2008, the selected contractor will need time to adjust routes and equipment to fit the needs of <br />Arden Hills. The City issued an RFP to solicit proposals for recycling services and received <br />proposals from four recycling service providers: Walters Recycling, Allied Waste, Waste <br />Management, and Eureka Recycling. In sum, the RFP issues by the City included the following <br />(Attachment 7C-l): <br />. A request for a three year contract; <br />. The contractor is responsible for cleaning up all spills; <br />. The contractor can submit a proposal for single stream and/or two stream services; <br />. If the recycling contractor proposes switching to single stream recycling, then they must <br />provide the new bins. Two-stream recycling would continue to use the existing bins, <br />.
