Check below for more information

Single-Stream Recycling vs, Two-Stream Recycling

The City currently uses two stream recycling (sometimes referred to as dual stream or two-sort
recycling). The two-stream recycling requires residents to separate mixed paper (newspaper,
cardboard, office paper, mail, phone books, etc) from mixed rigids (cans, glass, and plastic).

Single-stream recycling, also called single-sort recycling, allows residents to place all recyclable
materials into one container without any sorting. The single-stream container is similar to a
rolling garbage can with a lid, Two-stream recycling includes collection every week while
single stream recycling is usually collected every other week.

Waste Management Pricing Structure

If the Waste Management (WM) single-stream option is chosen, they have requested a five year
contract instead of the three year contract requested in the City's RFP. However, if the two-
stream option is chosen, they have agreed to a three year contract required in the RFP. WM has
also included a yearly price increase and a fuel surcharge with both of their collection options.
The other proposals did not include a yearly price increase or a fuel surcharge, The yearly price
increase is tied to the consumer price index. For the purpose of comparison, Staff used an
estimated 2.4% yearly price increase to compare the price to other proposals. The yearly price
increase is subject to change depending on market conditions:

\\Metro-inet.uslardenhillslPlanninglRecycling\2007\121007 - Residential Recycling Proposal Selection. doc
Page 2 of5
