<br /> <br />Recommendation <br /> <br />Although single-stream recycling has been growing in popularity, the Eureka Recycling program <br />appears to provide the best value for the services provided. Eureka is a non-profit recycling <br />company focused on recycling as many materials as possible. The Eureka Recycling proposal <br />would continue the same weekly two-stream collection service that residents are accustomed to <br />and would include revenue sharing. While the base price is higher than some of the other <br />proposals, the estimated revenue sharing would likely offset the increased cost and more. <br /> <br />Eureka would recycling all of the materials residents currently recycle and would add <br />clothing/textiles, milk boxes, juice boxes, and poplbeer boxes. Finally, Eureka Recycling came <br />highly recommended from the City ofRosevilIe where revenue sharing has been higher than <br />expected, As noted earlier, residents would continue to use their existing recycling bins, though <br />additional bins are available for purchase at City Hall. <br /> <br />Although Staff does feel that Eureka Recycling provides the most cost-effective and recycling- <br />friendly proposal, Staff also recognizes that there is a growing demand and desire from residents <br />for single-stream recycling. Single-stream recycling may reduce the number of trucks on the <br />streets since there is every other week collection instead of every week collection. Additionally, <br />single stream recycling would include new rolling, closable bins, Ifthe Council prefers to <br />choose a single stream option, Staff recommends the Walters Recycling proposal. Their <br />proposal also includes revenue sharing, which makes them competitive with other proposals. <br />The Walters references were very complimentary, and they noted their quick service and good <br />customer service. The revenue sharing from Walters is less than Eureka's proposal because two- <br />stream recycling tends to produce recyclable material that is cleaner and higher valued by end <br />users. <br /> <br />While single-stream recycling has led to a definite increase in the amount of materials collected <br />for recycling, it has also led to an increase in contamination recyclable materials and unusable <br />recyclable materials. According to a Minnesota Pollution Control Agenda Study, waste material <br />in single-stream recycling can range from two to seventeen percent but, with proper education, <br />waste material in the recycling stream can be reduced (htto://www.pca.state.mn.us/oeallc/commingled.cfm). <br /> <br />Both Eureka and Walters have agreed to provide a service to disabled residents to help them <br />move their carts to the curb at no additional cost. <br /> <br />Staffis not recommending Allied Waste's proposal due to the significantly higher cost than the <br />other proposals without any increase in service or quality. Staff is not recommending either of <br />Waste Management's proposals due to the decreasing customer service the City has received in <br />the last year and due to the more unpredictable cost structure in their proposal.
