If diesel fuel cost goes above $3.00 per gallon, the charge per household per month would
increase accordingly:

WM Diesel Fuel Price Per Gallon
Diesel Fuel Cost per Gallon Fuel Surcharge
<$3,00 0%
$3,00 to $3,24 2%
$3,25 to $3.49 4%
$3,50 to $3,75 5%
For every $0,25 per gallon The Fuel Surcharge w ill
increase above $3,75 increase by 1 %

Revenue Sharing

Walters Recycling and Eureka Recycling included revenue sharing in their proposal, which
means that the City would be entitled to a portion of the revenue that Walters or Eureka receives
for selling processed recycling materials above and beyond their base costs. The revenue sharing
per household is estimated because prices can fluctuate depending on market demand for a
particular type of material, though both haulers indicated that their revenue estimates were
conservative, The revenue sharing can increase if either hauler receives more revenue than they
estimate; however, the base price per household would not increase regardless of the market.

The City of RoseviIle currently participates in a revenue sharing agreement with Eureka
Recycling, Staff contacted the RoseviIle Recycling Coordinator, and he stated that they have
collected more revenue since starting the program than originally anticipated. The demand for
recyclable materials has been increasing, which is a positive sign for revenue sharing.

Recycling Containers

If a single-stream hauler is chosen, they would provide new closable bins with wheels of various
sizes to residents and would be responsible for maintenance of the bins, If a two-stream hauler is
chosen, residents would continue to use the existing green bins provided by the City. Residents
can obtain additional bins at City Hall for $5.85, which covers the cost of the bin,

\\Metro-inet.uslardenhillslPlanninglRecycling\2007\J 21007 - Residential Recycling Proposal Selection.doc
Page 3 of5
