Search/Recruitment of City Administrator <br /> <br />Mayor Harpstead reported that Council met with Mr. Harry Brull, Senior Vice President <br />of Personnel Decisions International (PDI), at a worksession prior to the City Council <br />meeting. He stated Mr. Brull presented a proposal <br /> <br />MOTION: Councilmember Holden moved and Councilmember Grant seconded a <br />motion to allow the Mayor to enter into an agreement with Personnel <br />Decisions International (PDI) for an amount not to exceed $21,500 for the <br />purpose of hiring a City Administrator. The motion carried unanimously <br />(5-0). <br /> <br />8. UNFINISHED BUSINESS <br /> <br />A1. Motion to Approve Planning Case 07-024 for a Conditional Use Permit <br />Amendment at 1230 Red Fox Road Based on the Findings of Fact and the <br />Submitted Plans as Amended by the Twelve Conditions in the November 26, <br />2007 Planning Case Report <br /> <br />City Planner Lehnhoff provided background information on the application from Sprint- <br />Nextel. He reported Sprint currently has 12 antenna mounts with six actual antennas <br />installed on the City's water tower at 1230 Red Fox Road. He indicted there are currently <br />four mounts and two actual antennas each at the 60, 80, and 100 foot levels. <br /> <br />City Planner Lehnhoff reported Sprint is proposing to install two new antennas at the 152 <br />foot level of the water tower and remove the eight antenna mounts, and the four actual <br />antennas at the 60 and 100 foot levels, and vacate those areas back to the City. He stated <br />the four antenna mounts with the two actual antennas at the 80 foot level would remain. <br />He explained that Sprint plans to remove one Nextel antenna at the 154 foot level to <br />create room for one of the proposed new Sprint antennas. He stated the other proposed <br />Sprint antenna at the 152 foot level would be in a location that previously did not have an <br />antenna. He indicated that Sprint now owns Nextel and since the total number of Nextel <br />antennas is decreasing and the replacement antennas are not outside the approved leased <br />area for Nextel, the Nextel antenna removal would not require a Conditional Use Permit <br />or a lease amendment. <br /> <br />City Planner Lehnhoff stated the application was tabled at the October 29, 2007, City <br />Council meeting to give staff time to gather additional information regarding lease rates <br />for comparison of antennas with similar conditions in other cities. He reported the <br />median lease rate was $18,000, with a range from $9,500 to $27,000 per year. He stated a <br />rate of $18,000 was discussed and agreed to with Mr. Richard Marcus, representative <br />from Sprint-Nextel. City Planner Lehnhoff pointed out no other lease terms would <br />
