EN HILLS <br />MEMORANDUM <br />DATE: January 9, 2008 PC Agenda Item 4.A <br />TO: Planning Commission <br />FROM: Meagan Beekman, Planner I V <br />James Lehnhoff, City Planner <br />SUBJECT: Planning Commission Terms and Term Limits <br />Requested Action <br />No action is required at this time. <br />Background <br />Earlier this year, the City Council revised the portion of the City Code that deals with appointing <br />people to the various commissions and committees. The previous code set a one-year term for <br />Planning Commission members, and each year the entire Commission needed to be reappointed <br />by the City Council. In an effort to retain institutional knowledge amongst the commission and <br />committees but to still encourage the addition of new people over time, the Council adopted <br />longer terms for all committee and commission members but also set term limits. <br />The revised code now sets three-year terms for commission and committee members as opposed <br />to the previous one-year term. However, each member is now limited to no more than three <br />consecutive three-year terms. The revised code also requires the terms to be staggered so that <br />not everyone is up for reappointment in the same year. Therefore, starting in 2008, three <br />members will be in year one of their first term, three members will be in year two, and two <br />members will be in year three. All members will be considered to be in their first term. <br />As part of the revised Code, an alternate Planning Commissioner has been added that can fill in <br />when one of the regular members is unable to attend the meeting.
