<br />~ <br />~~HILLS <br /> <br />Approved: January 14, 2008 <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION <br />JUNE 25, 2007 <br />ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the City <br />Council Work Session meeting at 6:05 p.m. <br /> <br />Present: <br /> <br />Mayor Stan Harpstead, Council members Brenda Holden, David Grant, <br />David McClung, and Fran Holmes. <br /> <br />Also present: City Administrator, Michelle Wolfe; Community Development Director, <br />Karen Barton, <br /> <br />Others present: Stacie Kvilvang and Sid Imnan, Ehlers and Associates; Steve Bubul, <br />Kennedy and Graven <br /> <br />DISCUSSION OF TCAAP MASTER DEVELOPMENT AGREEMENT (MDA) <br /> <br />Draft copies of the document "Development Principles for MDA Between City of Arden Hills <br />and RRLD, LLC were reviewed. Councilmember Holmes noted that the Mayor had earlier <br />outlined four categories: Finance, Transportation/Infrastructure, Density/Land Use, and risk. <br />She asked if it was appropriate to discuss those categories now. Mr. Imnan suggested <br />beginning with a review of the document as prepared by Attorney Steve Bubul (dated 6/22/07) <br /> <br />Councilmember Holmes noted that it was important to, where appropriate, use the term <br />"Developer and Guarantor" throughout the document. Mr. Imnan stated that we should <br />acknowledge this is our starting point. Mr. Bubul agreed that there will be other things we <br />will have to add to the list. Mayor Harpstead suggested adding a sentence to the beginning of <br />the document noting that it is not an exclusive list. <br /> <br />There was consensus that Item LA. is fine as written. Mr. Bubul explained item LB. There <br />was discussion about whether or not to insert the word "environmental" in front of <br />"remediation". The Mayor suggested having Attorney Comodeca review the wording of this <br />
