<br />WHEREAS, the City has determined that the 10/96 Interchange Improvements must be <br />intended to minimize the impact on residents and businesses within the Triangle Area, including <br />the manufiletured home community known as Arden Manor; and <br /> <br />WHEREAS, in order to move forward with the 10/96 Interchange Improvements under <br />the environmental assessment process, the City must select a "preferred concept" for the <br />purposes of further analysis and prcliminary design; and <br /> <br />WHEREAS, during the preliminary design phase and the environmental assessment <br />process, the preferred concept will be analyzed ftlr various impacts, including noise, land use and <br />other social and economic effects; and <br /> <br />WHEREAS, the preferred concept will be refined and amended in response to the impact <br />analysis, and concepts of phasing the improvements will be devcloped and studied: and <br /> <br />WHEREAS, the preliminary design phase is expected to take approximately eight <br />months, atter which environmental assessment ftlr the 10/96 Improvements must be approved by <br />the City, MnDOT and the County and is subject to public hearing and review; and <br /> <br />WHEREAS, in light of the goals expressed by the City, County and MnDOT and review <br />of various alternative concepts, the City has determined that the concept for the 10/96 <br />Interchange Improvements dated July 23,2007 (the "July Concept Plan") is the most reasonable <br />starting point for preliminary design and analysis under the environmental assessment process; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden <br />Hills as ft)lIows: <br /> <br />I. The City selects the July Concept Plan ftlr the 10/96 Interchange Improvements as <br />the preferred concept ftlr the purposes of proceeding with the preliminary design phase and <br />undertaking the environmental assessment ftlr this project. <br /> <br />2. City staff and consultants arc authorized to take actions necessary to move <br />ftllward with preliminary designs and the environmental assessment process based on the July <br />Concept Plan, subject only to the City and RRLD (the "Redeveloper") reaching agreement on <br />Redeveloper's provision of funding ftlr such preliminary design activity prior to receipt of state <br />and federal funds ftlr such work. <br /> <br />3. The Council further directs that the preliminary design process shall be guided by <br />the principle of minimizing impacts on the Triangle Area as well as other nearby residential <br />areas that could be affected by the improvements, EfTtlrts to minimize impacts must include <br />development of a relocation plan to minimize thc number of relocations within the Triangle Area <br />and maximize the opportunities for moving affected owncrs into other locations within the <br />Triangle Area. <br /> <br />4. City stafj~ consultants and thc Mayor and Interim City Administrator arc <br />authorized and directed to take all actions and execute any documents necessary to carry out the <br />intent of this resolution, <br />
