<br />~ <br />~~HILLS <br /> <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION NO. 2008-008 <br /> <br />A RESOLUTION SELECTING PREFERRED CONCEPT FOR HIGHWAY 10/96 <br />INTERCHANGE PROJECT <br /> <br />BE IT RESOLVED, by the City Council of the City of Arden Hills (the "City"), as <br />follows: <br /> <br />WHEREAS, the City and Ramsey County (the "County") have for the past decade <br />discussed the need f(lI- improvements to the intersection of County Road 96 and Trunk Highway <br />lOin the City (referred to as the "10/96 Interchange"): and <br /> <br />WHEREAS, traffic volumes at the 10/96 Interchangc have led to a low level of service <br />rating by the Minnesota Department of Transportation ('"MnDOT") and a rank of 21 on <br />MnDOT's list of the top 200 aceident-prone intcrchanges in the State; and <br /> <br />WHEREAS, MnDOT, the County and the City have all determincd that improvements to <br />the 10/96 Interchange arc needed to address these long-standing public safety concerns, and the <br />County has already sccurcd fedcral funds and its own funds to undertakc gradc separation work <br />at the interchange; and <br /> <br />WHEREAS, MnDOT has also dctcrmincd that the Trunk Highway 10 diagonal bctwccn <br />1-694 and 1-35W, and improvements to thc 10/96 Interchange, arc vital to thc regional <br />transpOliation system and must remain in place: and <br /> <br />WHEREAS, the City has dctcIlnincd a nccd to maintain acccss to and from Trunk <br />Highway 10 f()r busincsscs and residents within the trianglc f(lrIncd by Trunk Highway 10, 1-694 <br />and I-35W (thc "Trianglc Area"), and for futurc busincss and residcnts aftcr redevclopment of <br />the Twin Citics Army Ammunition Plant ("TCAAP") sitc: and <br /> <br />WHEREAS, in ordcr to addrcss both thc safcty and acccss issues, MnDOT, thc County <br />and thc City havc all dctcrmincd that the most reasonablc solution involves grade separation at <br />thc actual intcrchange of Trunk Highway 10 and County Road 96 along with construction of a <br />new interchange at some point along the diagonal between County Road 96 and 1-35W (such <br />improvements being referred to collectively as the "10/96 Interchange Improvcmcnts"); and <br />
