<br />. Of all the concepts considered, the recommended alternative most closcly meets the <br />principles outlined by the Council as discussed above. <br /> <br />. Major safety concerns will be addressed with the construction of a grade-separated <br />intcrchange at thc intersection of the two highways, whilc maintaining local acccss, <br /> <br />. Approval of a concept will morc clearly define the impacts to arca residcnts and <br />businesses, The uncertainty that has risen during the decision making process has been <br />difficult for the homcowners and businesses in the area, Selection of a preferred concept <br />will allow preliminary design to commence so true impacts can be identilled and <br />addressed. <br /> <br />· The project has been discussed lor many years and would allow Ramsey County to <br />extend improvements to County Road 96 through Arden Hills, Moving ahead at this time <br />would coincide with the availability of County and Federal funding for thc projcct. <br /> <br />. In ordcr to pursue additional, rcquired funding a preferred plan including estimated <br />projcct costs is ncccssary, <br /> <br />. These improvcmcnts are critical to the traffic management rclated to redevelopmcnt of <br />TCAAP. <br /> <br />. The Council will have additional oppOliunities to review plans at various stages in the <br />design process. <br /> <br />Approval of a preferred concept will allow MnDOT, the County, City, RRLD, and consultants to <br />bcgin preliminary engineering f()r the project. It should bc noted that if this concept plan is <br />approvcd by the Council. stafl will bring forward at the February II, 2008 Council mceting a <br />request f()r an amendmcnt to thc Preliminary Development Agreemcnt and a resolution regarding <br />reimbursement of funds. similar to the action the Council took in relation to the County Road H <br />improvement project. This will allow RRLD to commit funds f()r preliminary design, which they <br />have agreed to. <br /> <br />ACTION REQUESTED <br /> <br />Motion to Approve Resolution No, 2008-08 SuppOliing the July 23, 2007 Concept Plan f()r <br />the State Highway 10 and County Road 96 Improvement Project. <br /> <br />Attachments <br />
