<br />In response to the Council and Planning Commission's request, Staff analyzed the current code <br />and reviewed codes from fifteen other communities in the metropolitan area, Comments and <br />discussion were elicited from other City Staff, including the code enforcement officer and the <br />building official, Two work sessions were held with the Planning Commission, one on <br />November 7th and another on December 5th. At each meeting additional questions and concerns <br />were raised, In addition, two public hearings were held at which residents were invited to raise <br />their own questions and concerns. <br /> <br />The Planning Commission unanimously voted to recommend approval of the ordinance at their <br />December 5, 2007 meeting, The City Attorney then examined the ordinance and made minor <br />language changes dealing with redundancy within the document. The City Council tabled the <br />proposed ordinance at their January 14, 2008, meeting in order to allow staff to respond to <br />questions raised by the Council. <br /> <br />At this time staff has not proposed any significant policy changes. If the City Council wishes to <br />make these changes, staff recommends adopting an ordinance that will deal with the fundamental <br />issues of the existing code so that the immediate enforcement concerns are addressed, and <br />returning to broader policy questions at a later date, <br /> <br />Proposed Chanl!es <br /> <br />This memo highlights the changes that have been made to the proposed ordinance since the <br />January 14, 2008 City Council meeting. In addition to the suggestions from the City Council, <br />the proposed ordinance reflects additional review from the City Attorney who suggested <br />grammatical revisions that would reduce redundancy within the ordinance, <br /> <br />Definitions <br /> <br />The definitions for Recreational Vehicle and Watercraft have been revised to exclude trailers, <br />utility trailers or special purpose trailers, A definition for utility trailers has been added, It <br />reads: <br /> <br />Utility Trailer.
