January 28, 2008

EHLERS

Date:

LEADERS iN PUBliC riN".NCE

To:

City Council

From:

Stacie Kvilvang

Subject:

TCAAP Update

Acquisition of TCAAP Property

. The City, RRLD and the GSAlArmy met on January 15-16,2008 in Minneapolis, At the meeting
the parties agreed on the remediation credit categories and the amount of credit in each category
will be negotiated in the future to determine the total amount of the remediation cost credit.
RRLD, the Army and GSA signed a letter establishing these credit categories, The City Council
will review the letter and consider signing it at its January 28, 2008 closed council meeting
(closed meeting since it involves data related to the purchase price of the land).

. RRLD informed the parties that additional sampling would be required in the spring, Due to this,
the parties agreed that the February I, 2008 deadline for negotiating the amount of the
remediation cost credit would not be met and that the deadline should be extended to September
I, 2008, The City Council will consider approval of a 7th Amendment to the Offer to Purchase
(OTP) at their January 28, 2008 council meeting,

. On January 15, 2008, RRLD and the Army executed a letter agreement regarding the results of
the remedial investigation. The Agreement outlines that if the transfer process does not occur, the
Army will return the information or reimburse RRLD for the cost of the survey,

. It is anticipated that the next meeting with the GSAlArmy, RRLD and the City will be in ApriL

Hwy 10 and County Road 96

. At the January 22, 2008 Council work session, the City Council reviewed a new concept plan and
two (2) phasing options for this plan developed by MnDOT. In addition they discussed the
concept plan developed by SEH that MnDOT, Ramsey County and staff viewed as the preferred
alternative. This plan was seen as the preferred concept to move forward to preliminary design
since it provided the least impacts to the "triangle" area, The City Council will be considering
approval of the preferred concept at their January 28, 2008 meeting.

. Staff and RRLD met with Nick Riley, Ramsey County Intergovernmental Relations
Representative, to discuss County support for funding of all the proposed transportation projects
(local access interchange and County Road H interchange).

Market Study

. At the January 22, 2008 Council work session, Maxfield Research provided an overview of the
draft housing market study, It is anticipated that at the January 28, 2008 Council meeting the
Council will formally accept/approve the market study.

Project Status Memo

I
