Conditional Use Permits <br />In 2007, the City approved two conditional use permits (CUPs) and four CUP <br />amendments. Two of the conditional use permits were for modifying the exterior of a <br />building. One of these was an amendment to a prior conditional use permit that the <br />building had been operating under; the other was a new CUP, required because the <br />applicant wanted to modify the building's exterior. Two of the CUP amendments were <br />for parking lot expansions. The City approved its one and only recreational vehicle <br />conditional use permit, and the remaining CUP was an amendment to reconfigure cell <br />antennas on the City's water tower. <br />Preliminary/Final Plats and Minor Subdivisions <br />There were two plats approved in 2007. Hazelnut Park P Addition, which has received <br />final plat approval, created seventeen new residential lots, which was a net increase in <br />sixteen additional lots in the City. The other preliminary plat, Christensen Estates, <br />created four residential lots from one existing property. However, The Christensen Estate <br />preliminary plat approval expired before final plat approval was received. A new <br />preliminary plat has since been resubmitted and will be subject to a new City review in <br />2008. There was one minor subdivision that was approved in 2007, which had been <br />approved in 2006 but expired before the applicant filed the subdivision with Ramsey <br />County. The Arden Plaza redevelopment proposal includes an application for a <br />preliminary plat and final plat; however, it was withdrawn before it could be reviewed by <br />the City Council. <br />The slowdown in the real estate market in 2007 and the relatively scarcity of available <br />land in Arden Hills would suggest that fewer residential lots will be created in 20008. <br />Zoning Code and Code Amendments <br />In 2006 the Zoning Code was re -codified to be updated with State Statutes. However, as <br />new situations are brought forward it is necessary to make amendments to the Code from <br />time to time in order to continually improve the Code and keep it in conformance with <br />State laws. In 2007, three zoning ordinance amendments were approved: <br />1. Design standards were adopted in the B-2 zone; <br />2. The definition of Floor Area Ratio was amended; and, <br />3.
