In addition, the Planning Commission recommended approval of a new Recreational <br />Vehicle, Utility Trailer, and Watercraft Outdoor Storage Ordinance that would replace <br />the City's current Recreational Vehicle ordinance. The updated Ordinance was approved <br />by the City Council in January 2008. <br />In addition to these zoning code changes, the City also adopted a new Garbage, Refuse, <br />and Recycling Ordinance, re -adopted the Minnesota State Building Code for 2008, and <br />adopted a development moratorium in the B-2 District that will expire in December of <br />2008. All of these changes were initiated by the City. <br />Planned Unit Developments <br />There were three Planned Unit Developments that were reviewed by the City in 2007. <br />Northwestern College submitted an updated Master PUD for their campus near the end of <br />2006. It was reviewed and subsequently approved by the City in November of 2007. <br />Their Master Plan will guide development for the next ten to twenty years. Additionally, <br />there was one PUD Master Plan and Final PUD submitted in 2007 for a proposed <br />redevelopment of the Arden Plaza property. This project was reviewed by the Planning <br />Commission and ultimately withdrawn by the applicant prior to City Council review. <br />Two PUD Amendments were submitted this past year. One was for additional signage at <br />the Cub Foods on Lexington Avenue, and the other was for outdoor storage tanks in the <br />Gateway Business District. Both projects were approved by the City. <br />Site Plan Reviews <br />All five of the site plan review applications in 2007 were approved. Bethel University <br />received site plan approval for a parking lot expansion and for the new University <br />Commons, which is currently under construction. <br />One of the residential site plan reviews was to construct an eight foot high fence. The <br />remaining two were for deviations from the sign code, which included banner signs at <br />Mounds View Public Schools and Valentine Hills Elementary as well as additional wall <br />signage on the Health Partners Building on Northwoods Drive. <br />Variances <br />Of the ten variance applications in 2007, six were approved, two were denied, one was <br />withdrawn, and one is still pending. One of the variances was for height while eight were <br />for setback encroachments.
