The <br />content of temporary banner signage shall comply with the sponsorship sign regulations as <br />established by Mounds View High School, Bethel University, or Northwestern College for <br />their respective athletic fields. The City Administrator or Administrator's designee shall <br />determine if the signage is visible from a public roadway or from property outside of <br />Mounds View High School, Bethel University, and Northwestern College.
