ARDEN HILLS CITY COUNCIL-January 14, 2008

6

Councilmember Holden questioned the length of a trailer and how it would be measured.
Planner Beekman replied it depends on how it is stored. Councilrnernber Holden commented
this should be explained in the definition.

Councilrnernber Holden commented there are also small trailers that are about 3 feet by 3 feet
and wondered if they counted. Planner Beekman replied they would be covered by this
ordinance and count as one, if placed on or in another trailer.

Councilrnernber Holmes commented that the definition of "Recreational Vehicle" is definition
is confusing. She requested the ordinance be structured 10gically rather than intermingled.
Planner Beekman replied the entire ordinance covers what is defined as a recreation vehicle.
Councilrnernber McClung requested staff research how state statutes define the terminology.

Discussion ensued on definitions.

Councilmernber Holden asked if the color of the tarps over recreation vehicles could be
regulated. Planner Beekman replied the City Attorney had indicated the City had no legal
standing to regulate the color.

Councilrnernber Holden questioned the height restriction of 12 feet. Planner Beekman
explained the height requirement.

Councilrnernber Holrnes commented the state statutes indicate a 13.5 foot height limit for
driving purposes. Planner Beekman replied the height in the proposed ordinance is measured as
stored and does not include mechanical equipment on the roof. City Planner Lehnhoff clarified
there could not be a membrane structure built around the recreational vehicle.

Discussion ensued on recreational vehicle and watercraft storage.

Councilmernber Holden stated she would like to see some clarification about the administrative
permit. Should there be a significant change in the high water mark, how would the setback is
impacted?

Councilrnernber Holden stated she was concerned about a 15 foot setback from the curb due to
some driveways being shorter than 40 feet. City Planner Lehnhoff commented this would be
looked at.

Councilrnernber Holmes suggested the staff consider alternate terminology for recreational
vehicles and to streamline the statute for better readability.

MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to Table Ordinance 2008-001 in Planning Case 07-025 to Amend
Section 1305.04, Repeal Section 1325.10, and Adopt Section 1325.12 of
the Zoning Code Regarding Recreational Vehicles, Utility Trailers, and
Watercraft Outdoor Storage, as Presented in the December 5, 2007
