<br />The purpose of this work session is to: <br />1. Review the compiled results from the previous meetings; <br />2. Discuss the preliminary land reuse recommendations; <br />3. Discuss desired housing type and options; <br />4. Address the road aeeess issue to Hamline Avenue; and, <br />5. Discuss a date for the next eommunity meeting. <br /> <br />Before the RFP is issued, the City will also need to determine if a minimum price for the land <br />should be stated in the RFP. There will be one additional review by the Council before the RFP <br />is issued where this issue can be resolved. <br /> <br />Preliminary Site Reuse Recommendations <br /> <br />Based on the information collected to date, Staff has the following preliminary recommendation <br />for the former City HallIPublic Works property reuse: <br />. Retain up to 1/3 of the property as undeveloped open space, or allow the land to <br />be sold but used only for green/gathering space for residents; <br />. The remaining land will be rezoned to R-3 with a maximum density of eight units <br />per acre. If 4.5 aeres are developed as residential, there would be a potential for <br />up to 36 residential units (R-4 zoning would allow for up to twelve units per aere <br />and up to 55 units); <br />. Require a portion or all of the units to be for various types of senior housing; <br />. Require a portion ofthe units to be affordable housing (-20-30 pereent) as <br />defined by the Metropolitan Council; <br />. While full LEED standards may not be economical, require "greener" <br />eonstruetion techniques (permeable pavers, rain gardens, etc); <br />. Limit building heights to current zoning regulations, which is a 35 foot height <br />limit; <br />. Require a minimum fifty foot tree and vegetative buffer from the adjacent <br />residential land uses; <br />. Consider limited, low-impact, neighborhood-focused commercial uses on a ease <br />by case basis; <br />. Allow two access points to Highway 96; <br /> <br />These preliminary recommendations are based on the community meeting and brainstorming <br />sessions. The full results of those meetings are provided in the below sections. <br /> <br />Based on the Maxfield Housing study prepared for the TCAAP property, eondos would probably <br />not fare well in the current housing market.
