City of Arden Hills - Comprehensive Plan - DRAFT
TWIN CITIES ARMY AMMUNITION PLANT (TCAAP) PROPERTY REDEVELOPMENT
Goal: Develop TCAAP in a way that accommodates a mix of land uses that is
sensitive to the natural environment, economically sustainable, and compatible with
the existing neighborhoods in Arden Hills.
5.1 Introduction
The Twin Cities Army Ammunition Plant (TCAAP) property occupies
approximately the northern one-third of Arden Hills. It is approximately four
square miles (2,370 acres) and is bounded by Highway 96 on the south,
Highways 10 and 35W on the west, Lexington Avenue on the east, and County
Road I on the north. In 1941, the federal government started construction on
the property for munitions production during World War II and ultimately for the
Korean and Vietnam Wars. The entire TCAAP property was included in the
Arden Hills municipal borders when the City incorporated in 1951.
Plans to redevelop the TCAAP property had been in the works since at least the
1980s; however, it was not until 1994 that the federal government formally
declared 774 acres of TCAAP as excess property that was to be sold. In order
to have a more proactive and holistic planning process, the City, along with a
private developer, entered into a purchase agreement with the federal
government in 2007 to purchase 585 acres of land adjacent to Interstate 35W
and Highway 10 (Map). Approximately 112 acres around Rice Creek has
already been completely transferred to Ramsey County for their park system,
and the remaining TCAAP property will remain under federal ownership for the
foreseeable future.
In preparation for redevelopment of the land, the City has undertaken a
community planning process to determine how the property should be reused.
Previous redevelopment proposals had assumed that more of the TCAAP
property would be developed, and, as the market has changed, so to have the
desired mix of uses for the property. While a final land use plan was not
selected in time for inclusion in this Comprehensive Plan, a concept plan is in
consideration (Figure X).
DRAFT 16
2/22/2008
