IAHATS) <br />Once the City adopts a complete TCAAP redevelopment plan, the <br />Comprehensive Plan will be amended to fully include all of the TCAAP <br />redevelopment details and timeline. The amendment will include detailed land <br />uses, housing types, densities, transportation infrastructure, traffic generation, <br />parks, and open spaces. In preparation for that amendment, this <br />Comprehensive Plan outlines the overall vision for the TCAAP property, the <br />elements that are known about the potential reuse plan, and the next steps in <br />the property's redevelopment. <br />Since it is the City's goal to fully incorporate the TCAAP property into the fabric <br />of the overall community, the established or preliminary land use, housing, parks <br />& open space, transportation, and other components of the proposed TCAAP <br />redevelopment have been integrated into their respective chapters. The overall <br />City goals and policies of each chapter apply to the entire TCAAP <br />redevelopment. <br />5.2 Environmental Cleanup <br />Portions of the TCAAP property were subject to environmental contamination <br />during its four decades as a munitions manufacturing plant and testing area. <br />The Unites States Army started environmental cleanup in the 1980s and <br />cleanup of the groundwater will continue for a number of years. There is <br />cleanup still to be done on the 585 acres that will be developed; however, the <br />property will be cleaned up to required standards for residential, commercial, <br />and recreational uses where applicable. <br />5.3 Arden Hills Army Training Site (AHATS) <br />The area of TCAAP that is being retained by the federal government has been <br />leased to the Minnesota National Guard for training purposes. While much of <br />the area will remain open space, the National Guard is in the process of <br />developing a master plan for training facility that would be located north of the <br />DRAFT t'7 <br />2/22/2008 <br />
