As you go through the Plan, you will notice that not all chapters of the Plan are complete and not all <br />maps have been included. Furthermore, some of the data in the tables is still being finalized. As <br />those sections and maps are prepared, they will be made available for review. <br />Chapters 8, 13, and 14 have not been included for this work session. Chapter 8, Economic <br />Development and Redevelopment is under review by the Economic Development Commission. <br />Chapter 9, Parks and Recreation, has been included for review but is also being reviewed by the <br />Parks, Trails, and Recreation Committee. Chapter 13, Implementation, is in the process of being <br />written. <br />System Statement <br />To help provide additional context for the Plan update, the system statement from the Metropolitan <br />Council has been included for your reference. The system statement includes the basic policies and <br />information and the City is required to include in the Plan by State Statutes. <br />You may notice that the 2030 population, household, and employment projections are not reflected <br />in the draft Comprehensive Plan. It has been determined that the 2020 projections are the true <br />maximum build out of the City, and no growth beyond those numbers is anticipated. We are <br />working with the Metropolitan Council to make this change in projections. <br />Comprehensive Plan Work Plan <br />After this meeting, staff will continue to work on the plan and meet with the City Council on March <br />31, 2008. An additional work session with the Planning Commission prior to the City Council work <br />session may be necessary. After the Council and Commission review, the draft will then go to a <br />public open house in early April for public comments and questions. If everything stays on <br />schedule, the Planning Commission will hold a public hearing of the Comprehensive Plan at their <br />May 7, 2008, meeting. If a recommendation is made, the City Council would review the Plan at <br />their May 27, 2008, meeting. <br />The draft Comprehensive Plan will be made available to the public via the City's website and at <br />City Hall for public comment prior to any approvals. <br />All cities in the metropolitan area are required to submit their plans by the end of 2008. However, <br />each city is also required to provide six months of review time to the adjacent communities, the <br />school district, and the watershed districts. If the draft Arden Hills Comprehensive Plan is adopted <br />in May by the City Council, it would then come back to the City Council after the other public <br />agencies have reviewed the Plan.
