City of Arden Hills - Comprehensive Plan - DRAFT
o Hamline (From County Road F to Floral Drive
o Lexington Ave. (From County Road F to County Road E)
o Lexington Ave. (From County Road E to Shoreline Lane)
o Lexington Ave. (From Tanglewood to County Road I - West Side)
o Crepeau Preserve (From Cannon to Crepeau Nature Preserve)
o Pine Tree Drive(From Ctv Road E to existing grass trail into Crepeau)
o Highway 51 (From Old Hwy. 10/Snelling to must past Glenhill Rd)
c Highwav 51 (From Glenhill trail to Lydia)
Arden Hills is crossed by a number of major roadways and a railroad that
effectively divide the City, recreational areas, destination points, neighborhoods
from each other. In conjunction with Ramsey County and MnDOT, grade
separated crossings of major roads and railroads is one of the more important
actions the City can take to improve the path network, increase safety, enhance
access to parks, encourage increased physical activity, and help tie the
community together. The following connections trail crossings are recommended
from the PTOS Plan:
o County Road E over Highway 51 — The existing bridge is very narrow
and unsafe for pedestrians or bicyclists. This location is a key connection
between the east and west portions of the City. The City should work with
Ramsey County and MnDOT to either expand or reconstruct the bridge to
create adequate pedestrian and bike crossings or build a freestanding
bike and pedestrian bridge next to the vehicle bridge.
o Highway 96 — A trail underpass should be installed at a selected location
between Highway 10 and Lexington Avenue. The grade -separated
connection would provide access to City Hall, the TCAAP area, and the
developed portion of the City south of Highway 96. A trail crossing of
Highway 10 should also be incorporated into the Highway 96 and 10
intersection when it is rebuilt.
o Highway 10 —There are two potential grade separated crossing locations
along Highway 10. The first potential crossing is just south of Royal Hills
Park and the other is within TCAAP north of Highway 96. A minimum of
one grade separated crossing should be built.
o Interstate 35W — There are two potential locations for a pedestrian and
bike bridge over Interstate 35W. At least one crossing should be
constructed. A significant option is to convert the existing railroad bridge
located just north of Interstate 694 to a pedestrian/bike crossing. This trail
would connect the Round Lake area to the City of New Brighton trails and
Long Lake Regional Park. A second trail option is proposed to be located
DRAFT 44
2/22/2008
