City of Arden Hills - Comprehensive Plan - DRAFr <br />11.3 Future Transportation System Plan <br />Except for the future roads on the TCAAP property, the transportation system within <br />Arden Hills is generally considered developed, and improvements are anticipated as <br />reconstruction of aging infrastructure is pursued. As reconstruction occurs, it will be <br />important for the City to improve the roadway system and non -motorized travel <br />opportunities consistent with the recommended Transportation System Principles <br />and Standards in this Chapter and the pathways recommendations in Chapter 9 <br />{pages 4 1 #hra4-9) to the extent possible. <br />Forecasted Trac Volumes & Capacity Needs <br />In the City of Arden Hills, the major roadways carrying traffic are county and state <br />roadways, ranging from arterials to collectors. The City roadways are primarily local <br />city streets that only carry local traffic. Generally, the roadways in Arden Hills serve <br />areas that are fully developed, and the land use patterns in Arden Hills are not <br />expected to significantly change, except on the TCAAP property. However, an <br />increase in traffic on these corridors is expected due to the future growth in the <br />northern part of the City and the future growth in adjacent communities. The existing <br />pattern of rights-of-way and development setbacks present challenges for <br />significantly improving the existing level of service on some roadways through <br />roadway capacity improvements. <br />The forecasted 2030 average annual daily traffic volumes are illustrated in Figure <br />4.7 — 2030 Forecasted Average Daily Traffic Volumes and also in Appendix A. <br />The following roadway improvements that directly impact Arden Hills are in the State <br />and County Transportation Improvement Programs: <br />2009: CSAH 96 from Old Highway 8 to TH 10 - Reconstruction <br />2012: 1-694 from East of 1-35W to East of Lexington Avenue — Grading, <br />surfacing, and improvement from a 4 -lane freeway to a 6 -lane freeway and <br />correction of weave at TH 10/51 <br />Deferred from Ramsey County 5 -Year TIP: County Road D from Cleveland <br />Avenue to Fairview Avenue - Reconstruction <br />The forecasted average annual daily travel demands approach or exceed daily <br />capacities on several corridors. Based on 2030 traffic projections, the following <br />roadways are anticipated to be periodically congested, near congested, or <br />congested: <br />DRAFT 59 <br />2/22/2008 <br />
