of Arden Hills - Comorehensive Plan - DRAFT <br />signalization) and capacity improvements (e.g. turn lanes) necessary to <br />accommodate the traffic volumes in a safe and efficient manner. Future <br />reconstruction may require modifications of existing access to include strategies <br />such as access consolidation, right—in, right—out access only, or the development <br />of a frontage road to improve the safety and mobility of the corridor. Additional <br />right-of-way should be acquired for future improvements as properties in the area <br />develop or redevelop. <br />The high crash locations along 1-694 at 1-35W, TH 10, and TH 51 should be <br />partially rectified by the proposed improvements on 1-694 through the area. This <br />improvement includes additional lanes, and the improvement of the TH 51 ramp <br />access to eastbound 1-694, one of the highest crash locations in the Arden Hills <br />area. Further improvements should be studied with the Minnesota Department of <br />Transportation and Ramsey County at the interchange ramps and intersections. <br />The current proposed interchange on TH 10 should improve the operations along <br />TH 10 and also CSAH 96 near TH 10. This interchange would enable a <br />separation of the traffic on each corridor, improving operations to both. <br />Functional Classification Needs <br />Due to the developed nature of the City of Arden Hills, together with the <br />community's pattern of water features and freeway facilities, there are minimal <br />opportunities to expand the local roadway system in the developed areas of the <br />City and develop additional continuous routes through the City. The area with <br />the most opportunity for new roadways is the Twin Cities Army Ammunition Plant <br />(TCAAP) property. As the TCAAP area is developed, there is an opportunity to <br />provide effective routes for traffic, including the proposed county collector from <br />CSAH 96 to CR H. This will be needed as the TCAAP property produces more <br />trips throughout the area. Other roadway continuity improvements are not <br />anticipated. The City will review redevelopment plans with the option to consider <br />opportunities to improve continuity or improve/consolidate accesses. <br />Multimodal Transportation Opportunities <br />It is important for the community to plan for the ability to accommodate <br />multimodal activities (i.e. transit, pedestrian, and bicycle) on all non -local <br />roadways to provide other opportunities to move about the City and beyond. <br />Transit Service <br />Significant changes to the existing transit opportunities are not anticipated; <br />however, the City is supportive of exploring additional transit options.
