Description of Metropolitan Disposal System Serving your Community: The attached map shows the location of the Metropolitan Disposal System (MDS) serving your community. The following paragraphs contain information on the existing and planned metropolitan facilities serving your community. The wastewater flow from the City of Arden Hills is treated at the Metropolitan WWTP located within the City of St. Paul. There are many projects scheduled for the Metropolitan WWTP through 2030. These projects will provide additional capacity at the plant as well as improve its ability to meet required permit standards. As can be seen from the attached map, the City of Arden Hills is served by multiple interceptors. Interceptor I -RV -431 provides wastewater service to the Western portion of the city and has an average design capacity of 0.78 mgd for the city. Interceptor I -RV - 432 has an average design capacity of 0.76 mgd for the city. Interceptor 8451 has an average design capacity of 0.79 mgd for the city. Interceptor 4 -NS -524 has an average design capacity of 1.8 mgd for the TCAAP portion of the city. The city needs to verify its long-term needs as part of its comprehensive plan update. If necessary, detailed information regarding metropolitan facilities is available from the Council's Municipal Services Section by calling the staff at (651) 602-1005. Increases in growth rates and resulting increases in flow beyond those shown in Table I may result in short-term capacity limitations within the MDS. Inflow/Infiltration Reduction Goal The Council's Water Resources Management Policy Plan states that the Council will establish I/I goals for all communities discharging wastewater to the MDS. Communities that have excessive I/1 in their sanitary sewer systems will be required to eliminate the excessive I/1 by 2012. The Council will begin the implementation of an I/1 assistance/surcharge program in 2007. The money collected from the communities with excessive I/I may be used by those communities to remove I/1 from their systems. The Council will limit increases in service within those communities that have not met their 1/I goal(s) starting in 2013. The Council will meet with the community and discuss this alternative before it is implemented. This time period may be shorter if excessive I/I jeopardizes the Council's ability to convey wastewater without an overflow occurring. In this case the Council may limit increases in service within those communities that have excessive 1/I immediately upon notification to the community. The Council plans to implement a wastewater rate demand charge program, starting in 2013, for those communities that have not met their I/1 goals. These revenues will be used to help defray W-3
