<br />ARDEN HILLS CITY COUNCIL - January 28,2008 <br /> <br />11 <br /> <br />D. TCAAP Update <br /> <br />Ms. Stacy Kvilvang, Ehlers & Associates, presented an update and overview on TCAAP <br />to include information on acquisition of TCAAP property, Highway 10/County Road 96, <br />the market study, the communication strategy, and the engineering consultant report. She <br />recommended that the engineering consultants be included on discussions regarding the <br />design of Highway 1 O/County Road 96. <br /> <br />Mayor Harpstead stated the engineering consultants would continue to provide input on <br />Highway lO/County Road 96. He noted the need of a water tower is becoming more <br />evident. He invited Ms. Kvilvang to work joint efforts with the Army National Gaurd. <br />Councilmember Grant reported there are two towers. He stated that one is 500,000 <br />gallons and the other is 1 million gallons. <br /> <br />E. 911 Communications Dispatch Update <br /> <br />Public Works Director Hoag stated he is still in the process of gathering the data and <br />would forward it on. He stated that there have been no further issues. He mentioned that <br />Sheriff Fletcher is attempting to gather similar data. <br /> <br />Councilmember Holden questioned whether a letter should go forward to the County <br />Manager and the County Commissioner. Mayor Harpstead agreed and tasked staff to <br />do so. <br /> <br />MOTION: Councilmember Holmes moved and Councilmember Holden seconded <br />a motion to extend the meeting until 11 :00 p.m. The motion carried <br />unanimously (5-0). <br /> <br />8. COUNCIL COMMENTS AND REQUESTS <br /> <br />Interim City Administrator Willis commented some efforts have been made for <br />potential funding of the 10/96 intersection. He stated that by the terms of the vote taken, <br />it would make those bonding requests essentially moot. He explained this sets the proj ect <br />back at least one year. He pointed out the consequences of the action could put the <br />TCAAP project in distress. <br /> <br />Councilmember Holmes questioned when this needs to be approved. <br /> <br />Interim City Administrator Willis explained the impact and the Issues with State <br />funding. <br /> <br />Councilmember Holden commented that County Road 96 be minimized to whatever <br />could be done, south of the bridge be eliminated, the number of lanes be limited to what <br />is needed now, and the hub into Arden Manor be minimized. <br />
