<br />ARDEN HILLS CITY COUNCIL - January 28,2008 <br /> <br />2 <br /> <br />2. PRESENTATIONS <br /> <br />Mayor Harpstead read a proclamation and presented a plaque to Mr. David Sand for his <br />years of service on the Planning Commission. <br /> <br />3. PUBLIC INQUlRlES/INFORMATIONAL <br /> <br />Ms. Christy Effinger, 1969 Banyon Street, Secretary, Arden Manor Residents <br />Association, presented copies and read a binding resolution for consideration between the <br />City of Arden Hills and Arden Manor Manufactured Home Park. She also presented <br />copies of a petition with the signatures of 193 residents of Arden Manor. <br /> <br />Mayor Harpstead commented these documents would be referred to the City Attorney <br />for review. <br /> <br />Ms. Cheryl Fish, 2059 Arden Manor, brought attention to an article in the Pioneer Press <br />relative to less homes being impacted. <br /> <br />Ms. Debra Rossback, 1961 Banyon Street, stated she understood the residents were <br />supposed to have a chance to vote on the concept plan rather than just Council and <br />Mn/DOT. <br /> <br />Mr. Don Meyers, 4642 Prior Circle, stated he had hoped to see the owners of the park at <br />this meeting. Ms. Effinger replied that she received an email from the park owner in <br />support of the residents. <br /> <br />Mr. Patrick McLafferty, President - Arden Manor Residents Association, commented <br />he believes the City has been less than candid with the residents. He stated that ten years <br />ago the Comprehensive Plan declared Arden Manor an eyesore and Council wanted to get <br />rid of it. He stated none of the residents of Arden Manor received a notification of the <br />vote being taken. He stated there seems to be no concern for a sound barrier and the <br />potential speed of traffic. <br /> <br />Mayor Harpstead clarified that the current Councihnembers were not part of Council <br />ten years ago and could not be quoted on the earlier Comprehensive Plan. <br /> <br />Ms. Chris Lustig, 1901 Todd Drive, stated there was a public commitment to keep the <br />residents of Arden Manor informed. She requested a response on why the earlier plan <br />was voted down. She expressed concern over the lack of communication between the <br />City and the residents of Arden Manor. She pointed out the City is displacing families. <br />She stated that a number of the residents haye lived in Arden Manor for eleven years <br />ormoreand many are senior citizens. <br />
