ARDEN HILLS CITY COUNCIL - January 28,2008

3

Mr. Daniel Wilson, 1878 Todd Drive, urged Council to consider more than what is best
for the City, and to consider the residents that this project would displace.

Mr. Philip Juris, 4619 Lisa Court, explained why he moved to Arden Hills. He stated
the residents would like to be clear on what is being voted on.

Ms. Mona Langston, Housing Preservation Project, explained the impact this project
would have on the residents. Mayor Harpstead replied the displaced residents would
also receive a benefit for the replacement value.

Mr. Gary Babcock, 1913 Todd Court, questioned how he would be able to find
affordable housing, indicating he wanted to stay in Arden Manor.

Mr. Dave Block, 1901 Todd Drive, presented examples of the community feeling and the
great neighbors that exist in this park. He expressed his anger over this project.

Mr. Frank Stodola, 1281 Karth Lake Circle, urged the Council to act upon the current
plan. He stated the real details come out in the planning cycle.

Mrs. Susan Amos Palmer, 1717 Gramsie Road, stated she would not be displaced, she
has been in the city for 20 years, affordable housing is needed, and that the residents
deserve a way to fmd affordable housing in the City.

Mr. Duane Shearer, 1926 Todd Drive, stated he did not believe this project would help.
He stated the residents of Arden Manor deserve to live where they do as they could not
afford another home.

Mr. Paul Legrid, 4797 Highway 10 (Scherer Brothers Lumber), stated he believes it is
important to let people know that trucks steadily leave the property as well as about 100
vehicles exiting onto Highway 10. He stated that as a business, they support a plan that
would make it safe to enter and exit the property.

Mrs. Eva Storm, 4572 Prior Court, commented she loves where she lives and asked if
Council has taken into consideration what is entailed in moving from this location.

Mr. Patrick Haik, 1550 Briarknoll Circle, supported the points made by the residents of
Arden Manor. He commented he had the documentation concerning the projected traffic
volume of 80,000 cars trafficking on Highway 10 should this project move forward. He
commented this number did not include the increase in traffic caused by TCAAP. He
stated he is puzzled as to why they are here again as last spring this was tabled in order to
resolve issues. He stated the plan is the same one the residents objected to nine months
ago. He stated he believes the developer is driving the bus and driving this project down
the City's throat. He read from page 30 of the Comprehensive Plan under Housing that
the number one goal is to preserve the integrity and quality of residential neighborhoods.
He questioned how the plan under consideration would do this. He stated the comments
