ARDEN HILLS CITY COUNCIL - January 28,2008

4

that various plans were considered are incorrect as only one plan has been reviewed. He
indicated he would like an independent traffic engineer to adequately represent the
residents. He stated he hoped Council would vote no.

Mr. Bruce Mann, 1165 Amble Drive, stated it is time to recognize the information
brought forward. He stated this intersection is dangerous. He stated there are residents
who see value in the development of TCAAP.

Mr. Chuck Mertensotto, 3473 Lake Johanna Boulevard, stated he contacted City
Commissioners and some expressed disagreement over the plan. He displayed a map of
the Highway 10/ County Road 96 Interchange Concept and spoke to specific details. He
referenced the dollar value for alternate uses of the Arden Manor property. He stated the
current plan makes it difficult to work with Met Council. He commented that he resides
in a city that lives on welfare because it did not want to pay for anything. He questioned
whether the money to replace the homes is in the budget.

Ms. Lisa Johnson, 3431 Lake Johanna Boulevard, stated she objects to the project and
urged the Council to vote no.

Mr. Richard Turgeon, 1777 V enus Avenue, stated he opposes this plan and alternatives
should be considered. He urged Council to find a solution that did not cause harm to the
residents of Arden Manor.

Mr. Tom Valaud, 1463 Arden View Drive, stated he is in support of the residents of
Arden Manor. He stated he did not understand why the footprint of County Road 96
needed to be wider. He stated he also did not understand the need for the frontage road to
be on the west side of Highway 10. He stated the access bridge is needed for Scherer
Brothers; however, he questions the location. He commented he would like to see this
information on the website.

Mr. Domick Rouse, 1943 Todd Drive, questioned what the actual economic advantage is
to the expansion of the highways.

Mr. Ed Yon Holten, 1409 Indian Oaks Trail, stated that he listened to the residents of
Arden Manor and finds merit with their concerns; however, the City Council has worked
hard to resolve this problem. He stated there is also a serious safety issue on County
Road 96. He stated Arden Hills is becoming a suburb and Council has done everything it
could to minimize the impact on the residents.

Mrs. Betty Schlatthauer, Arden View Drive, commented she has lived in Arden Hills
for many years and it disturbs her that the City would displace nearly 200 residents. She
commented that justice is not being served if other options are not considered.

Mr. Scott Tolsen, 1321 Wyncrest Court, urged Council to consider the traffic and other
impacts on the homes south of County Road 96.
