Motion to Approve Resolution No. 2008-08 Supportinl! the July 23, 2007 <br />Concept Plan for State Hil!hwav 10 and County Road 96 Improvemeut <br />Pro i ect <br /> <br />Ms. StacIE Kvilvang, Ehlers & Associates, presented information on the Concept Plan <br />for the State Highway 10 and County Road 96 Improvement Project. She explained that <br />the decision before Council is not the last decision on the project and Council would not <br />be committing to any specific solution. She stated the concept plan brought forward for <br />approval is a "worst case" scenario. She indicated that Council input is taken into <br />consideration before going forward. <br /> <br />Ms. Kvilvang explained that the concept plan meets the principles outlined by Council <br />and insures that major safety concerns would be addressed. She stressed that it is vital to <br />get to the next step in design process to identify impacts in order to answer questions. <br />She stated approval of the plan would allow Ramsey County to move forward with a <br />project that they have committed funding for. She stated that Council would have <br />additional opportunities to review plans at various stages in the design process. <br /> <br />Conncilmember Holmes emphasized that the design phase would include minimizing <br />the impact and provides opportunities for change. <br /> <br />Mr. Chris Roy, Mn/DOT, explained the concept plan. He stated that going forward, <br />standards required to be met are taken into account. He explained that the profile and <br />elevation is also taken into consideration to balance impacts to the City and traffic <br />operations. <br /> <br />Councilmember Holmes stated the access road through Arden Manor is not set and <br />could be changed. She commented that the City Engineers have been involved with this <br />project and would continue to be involved. <br /> <br />Councilmember Grant commented that property values and a number of other items are <br />important to him. He read the parameters presented to the developers. He commented he <br />would like to start with a better case scenario and that this concept plan did not reduce the <br />impact to Arden Manor. He stated the City needs to get to specifics so it would know <br />how to help residents. He stated a plan that addresses the initial concerns is needed and <br />
