<br />ARDEN HILLS CITY COUNCIL - January 28, 2008 <br /> <br />7 <br /> <br />the City needs some leverage. He questioned staff as to why it is coming back with the <br />"worst case" scenario. <br /> <br />Public Works Director Hoag explained staffhas worked with Mn/DOT and determined <br />this was the best starting point to minimize the impacts. He stated a concept is needed to <br />minimize the impacts. He stated they did not know what to add in or take out until they <br />get to the next step. <br /> <br />Councilmember Grant stated it was his understanding that three plans would come back <br />to Council; however, one plan with two options for phasing was presented. Pnblic <br />Works Director Hoag explained the reasoning for this. <br /> <br />Councilmember Grant questioned that if this was the only plan and it was designed July <br />23, 2007, why were the other plans presented and why did it take so long. Mr. Roy <br />replied the City asked them to look at it. He stated this was done and different variations <br />of the Diamond Interchange concept were presented. He displayed an aerial view of the <br />design and explained the variations and the two phasing options at the interchange. <br /> <br />Mayor Harpstead questioned the future traffic volumes on Highway 10/County Road <br />96. Mr. Roy replied that traffic analysis, forecasting, and modeling were conducted. He <br />explained the results of these studies. He stated there is a severe safety issue at the <br />intersection of Highway 10 and County Road 96 that needs to be addressed. He pointed <br />out this intersection is ranked number 21 in severity statewide. <br /> <br />Mayor Harpstead directed staff to post this information on the website. <br /> <br />Mayor Harpstead questioned the need to bridge over for Scherer Brothers and the <br />reason for the frontage road to be located on the west side rather than east. Mr. Roy <br />replied that a bridge over would require grade separation, an elevation over 25 feet higher <br />than Highway 10 and require 800 feet of run out. He stated there is not enough room for a <br />landing on Scherer Brothers to do this. <br /> <br />Mayor Harpstead questioned the frontage road south of the intersection to access <br />County Road 96. Pnblic Works Director Hoag replied that if it was possible to work <br />with the wells, moving the frontage road to the east would be considered and evaluated. <br /> <br />Councilmember McClung stated there appear to be five wells that would be impacted. <br />Mr. Roy replied there would be an opportunity to minimize the impact to the wells. <br /> <br />Councilmember Holden questioned the reason for the stop sign at McDonalds in <br />Moundsview. Mr. Roy explained about half the traffic would go through the traffic <br />signal onto Highway 10. He indicated a safety analysis would be conducted to evaluate <br />the location of the traffic signal. He stated the safety issues at County Road Hand <br />Highway 10 are not as severe as at the County Road 96/Highway 10 intersection. <br />
